New 40-Story Tower Proposed At 570 Fulton Street, Downtown Brooklyn

The property is under development by David Schwarz for Slate Property Group d/b/a 570 Fulton Property, LLC. Hill West Architects has most likely been tapped for design of the proposed building.

Located at 570 Fulton Street, the building would contain 139 residential units measuring a total 111,249 square feet. Residences would span floors 18 through 40 with amenities positioned on the 17th floor. Office space would occupy floors three through 16 and comprise 89,846 square feet. Finally, retail components on the ground flood and second level would comprise 12,433 square feet.

The building would not include parking accommodations.

According to the Environmental Assessment Statement (EAS), which provides an overview of the proposal and an initial analysis of its potential effects on the environment, the developers strive to build an approximately 40-floor, 558-foot-tall tower that would hold 89,846 gross square feet of offices, 111,249 gsf of residential space, and 12,433 gsf of retail. Hill West is listed as the architects in the document.

The modest, 7,200-square-foot site is located on a triangular block at the meeting of Downtown Brooklyn and Fort Greene. The tower would stand between the developers' now-leasing rental tower One Flatbush, and the 326-unit rental 66 Rockwell Place. The Fulton Street Mall starts across Flatbush Avenue, and the Brooklyn Arts District and Atlantic Terminal are nearby. Most importantly, several subway and bus lines converge at the site, making it ideal for high-density development.

An information website summing up the project, coupled with a few renderings is now online. It explains, "570 Fulton is a project imagined with Brooklyn’s communities in mind. The project will include affordable housing, office space planned for local businesses, and integrated design that will transform the doorway to Downtown Brooklyn."

Panel says no to another Downtown tower

Members of CB2’s Land Use Committee rejected the rezoning application 5-to-1, with one abstention. It now moves to the full board, which will cast its purely advisory vote, then to Borough President Adams, the City Planning Commission, Council, and finally Mayor DeBlasio as part of the city’s lengthy Uniformed Land Use Review Procedure.

The developers said they plan to erect a 215-foot as-of-right building filled mostly with condos if the city ultimately rejects the application, but the hope to get the green light in order to create a project that better serves the growing neighborhood, according to a bigwig at Slate Property Group.

“570 Fulton is a transformative project for Downtown Brooklyn, imagined with Brooklyn’s communities in mind,” said David Schwartz. “From office spaces for local business to affordable housing, this building puts Brooklyn first.”

But civic gurus blasted the real estate executives for trying to curry favor with community members by holding local charity events in the surrounding neighborhood leading up to the vote, most recently a back-to-school backpack give-away at Ingersoll Houses, a nearby public housing complex, just one day before the committee vote, on Sept. 12.

When the City Council finally tackles the Rikers issue, they should semi-repurpose the facility to include a wing that houses NIMBYs with the combined nonviolent dafty and recidivist stoner populations.

Good on the BrooklynPaper ending with this quote. People who oppose this development, and ones like it, are holding this city back.

This is looking like a PR stunt. Just to make a point. I guess after the failures to stop other monstrosities.

Its a shame that they have such influence.

Kinda sucks that DoBro is such a hot bed for these anti-development folks.

But I think ultimately it will rise, as there is a process. Good old Deblasio will ensure it'll happen.

In general, the zoning needs to increase for many neighborhoods. To provide the parameters and acceptable range to increase density and add the much needed units. This way, the FAR would be higher and wouldn't raise so many questions, even if as-of-right.

The bloody irony is that its not that far from other taller towers or as the developmentally challenged would say "Monstrosities out of place with NYC, a skyscraper city".

Yeah, I don't think most people care about buildings, however tall. They put them all into one category. It's not something that really impacts the daily lives of people. But there is that vocal minority of NIMBYs who show up at every hearing as if their lives depended on it. The other people just go on living the city life. But more and more, people are starting to take notice. They question, "wait, why can't we have this again?" They see the NIMBY sham for what it is.

Counter protesters are always welcomed. Tons of opposition, like at those Chinatown meetings regarding the jail tower, but hopefully as more become aware of the sham and hacky behavior of the nimbys, that we will see more protesting in favor of housing and growth.

I think it comes through education. The more people know about supply and demand, and the relationship towards prices, the better the city will become.

The more they realize the lost opportunities, more will be in favor. Like with 80 Flatbush, its a sham. A minor reduction. All of that protesting and all it did was knock the amount of units, by 30. They did harm, nothing positive, no matter the iota of gain they think they had.

Clinton Hiller Lenny Singletary, CB2’s second vice chairman, told the panel that by not flat out opposing the proposed high-rise, it may be in a better position to negotiate some changes to the project in order to make it as beneficial as possible for the community.

“In this particular case, there is nothing wrong with making our own recommendation on what we want conditions to be,” Singletary said at a Wednesday full-board meeting. “It’s not whether you are pro or against development. It’s not an all or nothing thing.”

Singletary said board members could have used their concerns about the development — which include that it offers too little affordable housing, and creates too few jobs — as ammunition to demand the builder find ways to add more below-market-rate units and employment opportunities if they voted to approve the project with conditions, instead of simply telling the firm to take a hike.

“We have the opportunity to support affordable housing. Number two, there’s a constant conversation about jobs, and this is an opportunity to say we want jobs,” he said. “What I recommend is that we take the full comments that are inclusive both of the development and the community.”

Exactly. People have got to start looking at reality, and not just knee-jerking to "no". New buildings and developments are gonna happen, especially in a city like New York. The NIMBYs should focus more on how they happen as opposed to just holding the position that they shouldn't happen.

In other words, get a "seat" at the table.

^Yep. The key here is that despite the negativity of the community group, the developers did not reduce the number of affordable units in the process. Percentage wise, it actually increased with thirty market units lopped off. It's still so substantial the market units will still be more than enough to help with the cost of about a quarter of the units made affordable.

Site Prep Underway For 40-Story Tower At 570 Fulton Street, In Downtown Brooklyn

The main elevation of the existing three-story, low-rise building is now sitting behind construction netting and scaffolding, and it will soon be demolished to make way for the planned 40-story mixed-use replacement. Hill West Architects is the designer of the project, while David Schwarz of Slate Property Group will develop the structure. Office and retail space is reportedly going to be in the lower section of the 550-foot tall development.

From the main rendering, the design and building massing is visually subdivided into large multi-level sections. Open outdoor terraces, found between the divisions, will most likely be part of the amenities package for residents and office workers. The entire skyscraper will encompass around 210,000 square feet. 12,400 square feet of retail space will span the first two floors while 89,000 square feet will go towards offices above. Instead of the typical massive floor plan layouts seen in Manhattan, these configurations will be designed for smaller local companies.

The residential component will take up about 111,250 square feet, with 139 apartments expected to be created, averaging 800 square feet each. 30 percent of residences will be affordable housing. When completed, the tower will be the tallest on the block and make a substantial addition to the overall Brooklyn skyline.

A completion date for 570 Fulton Street has not been announced yet.
