2 jumpers in a month at Watertower Place in Chicago. Sad, but no way to keep a determined jumper from jumping.

Nope. We have people jumping in front of subway trains. There was talk of installing those glass walls like they have in some places, but if someone wants to get on a track, they will. If someone wants to walk out into traffic, they will.

You write as if suicide prevention was a zero-sum game. The fact that someone could kill themselves by other means doesn't mean that steps can't or shouldn't be taken at the vessel to prevent further deaths.

Replace the waist-high railings with higher glass walls. Maybe install rubber paving material around the base. At the very least, they could put up suicide prevention posters with crisis hotline numbers like they do on bridges...
