LA absolutely has worse traffic overall, though. From the freeways to the city streets, traffic is basically a constant outside of very early mornings. I've been in a wall to wall traffic jam on the 101 at 11pm on a weeknight multiple times. Running errands or going to a workout class on the weekend means battling traffic and allowing 30 mins to go 3 miles. I've never experienced that type of situation in Chicago.

The reverse commute in Chicago is also horrific. I used to work for a company that was headquartered in DuPage County right on the Cook County border. Door to door, if I was there for work and staying in (or near the loop) the 20 mile commute could take up to 2 hours. Fastest would be about an hour and 15, average would be an hour and a half.
There are a lot of big companies in Chicago's suburbs, and outsiders don't usually realize that. Particularly in the ring that goes from Oakbrook SW of the city up through to Rosemont up near Ohare along 294.
In my opinion, the worst traffic cities in this country are Chicago, DC, LA, and Atlanta. Of those, I think Chicago and DC take the cake.
NY gets a pass because there are so many commuting options. Most people who drive in Manhattan during the rush are masochists with weird idiosyncracies and refuse to take public transit. IMO they deserve to sit in traffice for 2 hours and pay a $17 toll.
