A Washington, D.C.-based developer plans to bring a market hall for Black-owned businesses to MLK Plaza, along with affordable and mixed-income housing at multiple sites in the Hough neighborhood. The market will have a community ownership model through which neighbors can purchase shares of the property and get money back each year. The developer also plans to rehabilitate an empty 10-story building at 9410 Hough Ave. into affordable housing and build apartments on a vacant lot on Crawford Road across the street from MLK Plaza.

Manufacturers in Cleveland and other cities, including Buffalo, Chicago, and Milwaukee, are dealing with a retiring work force that’s left thousands of jobs unfilled. Nationally, the industry’s job gap is projected to hit 2 million by 2030, according to the National Association of Manufacturers. The Cleveland region has an estimated 10,000 manufacturing job openings.

2 new developments on lorain ave that incorporate renos —



What's in the Works

My Place Group is proposing to construct a mixed-use apartment building of 109 units with 62 parking spaces, 72 bike parking spaces, and around 2000 sq. ft. of new retail fronting Lorain Avenue. The proposal includes re-using two historic buildings.

What's There Now

The site is currently comprised of three small buildings, a used car lot, and a house.

Shaker council OKs development, financing deal for Arcadia project in Van Aken District

The deal calls for a mix of market-rate, affordable and townhome style rental units -- about 140 in all -- on the 2.4-acre consolidated site at 3393 Warrensville Center Road, along Farnsleigh and Helen roads. Also planned is 15,000 square feet of active commercial, retail and office space.



The tax increment financing (TIF) formula provides the school district with 18 percent of “payments in lieu of taxes” (PILOTs). These are projected at $374,000 annually, or $11.1 million over the 30-year term of the agreement, on a property that’s been vacant since the car dealership closed in 2005.

The developer, Metropolitan Holdings of Columbus, receives the remaining 82 percent of the PILOTs to put back into project costs -- including interest rates -- that have escalated nearly 33 percent since the first proposal came in at $47 million in 2021, City Economic Development Director Laura Englehart said.

By Metropolitan’s “conservative” projections, the city will gain about $300,000 a year in local income taxes collected from residents, calculated at the average median income (AMI) for the region.

Those affordability requirements will remain in place for 20 years; 15 years is generally the housing market standard, Englehart added.

“I hope we have more of these kinds of things,” Vice Mayor Sean Malone said.

For over 40 years the abandoned Warner & Swasey Company building has been waiting for its next phase in life.

CLEVELAND — “This is a tremendous opportunity and a really important catalyst for the neighborhood,” said the Director of Development for Pennrose, LLC, Geoffrey Milz.

The Warner and Swasey Company building looms near the intersection of East 55th and Carnegie Avenue. Crumbling brick and weathered steel, it sits vacant, a shell of its former self.

“When I look at buildings like this, my heart skips a beat,” remarked Milz. “I mean, you just can't help but to think about where it's been.

For eight decades, the building buzzed with manufacturing activity. Partners Worcester Warner and Ambrose Swasey created one of the world's top machine-tool makers. The company also gained international notoriety for building telescopes, an endeavor driven by Warner's passion for Astronomy. Later, it became a leading producer of turret lathes, used for mass production of parts. At its height, 7,000 people worked for Warner and Swasey. But by 1981, financial losses, a sale and industry consolidation forced the closure of several factories, including the Carnegie Avenue location.

“It was really the center and is the epicenter for MidTown,” stated Karis Tzeng, the VP of Planning for MidTown Cleveland. And I think even as it has been vacant for almost 40 years, still represents that.”

Today the Warner and Swasey building is targeted for a 66-million-dollar renovation, spearheaded by MidTown Cleveland and Pennrose, a real estate developer. Plans include mixed-income housing and commercial space with unilateral support from the local level.
“We currently need more housing, particularly that is affordable, that is for seniors, that is for families and for working professionals,” said Tzeng.

In its current state, the abandoned Warner and Swasey Building has become an unofficial museum of street art. Showing off the work of Cleveland’s graffiti artists. MidTown Cleveland produced a short documentary to archive the images within the building:

Developer Doug Price IV, Vice President at K&D Group, told News 5 the building is slated to house 115 smaller studio and one-bedroom apartments, as well as 8 two-bedroom apartments.

"This building is going to be a little different for us," Price explained. "We see people shifting into the smaller units and more affordable where they can spend less on the apartment and more out on the city."
