Correct, future retail or restaurant space according to this old article from

It's pretty typical that the ground floor be boxed out until a tenant is signed onto the space. This allows the future tenant to customize the build out to suit their needs but more importantly passes some of the costs associated with the build out onto the future tenant. Storefront systems are $$$$
