As Houston continues its fight with homelessness, a new $39 million center that aims to tackle the issue early by helping youth aging out of foster care is officially underway.

The Hay Center — a program of Harris County Resources for Children and Adults, a public-private partnership — held the groundbreaking event for its new campus at 3131 Gulf Freeway on June 16. The campus includes a 41,000-square-foot, 50-unit affordable housing building plus a separate 17,125-square-foot facility for wraparound services.

The campus will provide an array of services such as education, employment, case management, life skills, mentoring and housing, Hay Center Director Mary Green said during the event. In order for youth to take full advantage of The Hay Center, they need to be stably housed, she added.

“For us to go from not having anything to offer [for housing], and to find a way to alleviate that anxiety and stress that we know foster youth have [about housing], is truly amazing,” Green said.

Houston granted a green design tax break to a nine-story, office tower under construction in the Memorial City area, the second such incentive given by the city after revamping an unused program two years ago.

City Council voted unanimously Wednesday to approve the 10-year tax abatement deal with the developer of a $45.5 million office and retail building at 9753 Katy Freeway.

The 190,000-square-foot project first broke ground in 2019 but was halted for two years during the COVID-19 pandemic. Since resuming construction in April, it has landed a major leasing contract with Callon Petroleum and is slated to open next year.

The 5 percent tax break, projected to amount to about $118,000 over the next 10 years, should help cover the cost of obtaining a Leadership in Energy and Environmental Design (LEED) certification, city officials said. The certification is a distinction from the U.S. Green Building Council acknowledging designs that address sustainability challenges including energy, water and waste.

MetroNational, the developer and manager of the building, did not provide details about the specific eco-friendly elements the company intends to implement.

After recently completing its Remy on the Trails apartment complex in west Houston, the commercial real estate arm of McNair Interests has started construction on the second phase of the 24-acre mixed-use multifamily project, the developer announced July 11.

The Houston-based company, founded by the late Houston Texans owner Bob McNair, recently broke ground on a four-story apartment building on 6.8 acres at 10505 Deerwood Road.

It will include 221 one- to three-bedroom units averaging nearly 900 square feet, private storage, garages and surface parking.

The building totals 200,000 square feet of rentable space. Also part of this phase will be a 2,000-square-foot all-day café to be run by an “established local operator” and open to the general public, according to McNair Interests.

Houston-based Arch-Con is the general contractor, Atlanta-based The Preston Partnership is the architect, Mayfield and Ragni Studio (MaRS) is handling interior design, and Raleigh, North Carolina-based Kimley-Horn is the landscape architect. Cadence Bank provided financing.

Houston’s bustling Montrose area might soon be home to a new 52-key boutique hotel.

Austin-based Mighty Equities is working with city planning officials to secure four variances that would allow it to build Hyde Park Hotel at 702 Hyde Park Blvd. The seven-story hotel would sit on a half-acre lot at the corner of Hyde Park Boulevard and Stanford Street.

According to plans submitted to the Houston Planning and Development Commission, Hyde Park Hotel would feature 25,000 square feet of food, beverage and entertainment amenities in addition to a pool. The hotel would have two driveways, one opening onto Stanford Street for deliveries and another opening onto Hyde Park Boulevard that would lead to a 54-car parking garage. An additional 25 offsite parking spaces will be available to the west of the hotel on a nearby site on Crocker street.

The company is seeking approval to open onto two residential streets — Hyde Park and Stanford — rather than a major thoroughfare and to have a 5-foot building line setback along the east side of the property.

The additional five feet would be used to provide additional pedestrian walkways, according to the planning commission filing.

The company is also seeking permission to develop the hotel in an area where over 50% of the parcels surrounding the hotel are residential in use.

During a July 27 meeting on the Houston Planning and Development Commission, a decision whether to approve the requested variances was deferred for two weeks, until the commission’s Aug. 10 meeting.

However, several area residents expressed concern that the hotel would alter the feel of the neighborhood, which is currently home to a number of LGBTQ-friendly bars and restaurants.

OHT Partners is bringing another multifamily project to Greater Houston.

The Austin-based firm is bringing a 5-story complex to 2825 West 11th Street, just west of Houston Heights and north of the Washington Avenue corridor in the Lazybrook/Timbergove area.

The project, tentatively titled 11th Street Apartments, will span about 248,000 square feet and cost an estimated $39 million, according to a filing with the Texas Department of Licensing and Regulation. The number of units wasn’t disclosed in the filing.

OHT Partners’ longtime collaborators, the Austin-based architecture firm Davies Collaborative, will spearhead design. Construction is expected to start in November, with full buildout scheduled for 2025.

This project is not the first for OHT Partners, formerly known as Oden Hughes, in the northwest corner of the Inner Loop. The company began construction on Lennox Heights, a five-story, 359-uniit luxury complex in Houston Heights, just three miles from the planned 11th Street Apartments site, in December.

As Houston angles to become the next big biomedical powerhouse, Houston real estate developer McCord Development is aiming to tap into some of the region's life sciences growth with a 45-acre biomanufacturing hub northeast of downtown.

The 500,000-square-foot project dubbed BioHub Two is proposed near where San Jacinto College is planning a biomedical training program within Generation Park, a 4,300-acre master-planned commercial development not far from Lake Houston, about 20 miles north of downtown Houston. BioHub Two is planned not far from where a manmade surfing lagoon, HTX Surf, is opening within Generation Park in early 2025.

McCord Development has been quietly laying the groundwork to develop a life-sciences cluster at its commercial district for the past few years. Two years ago, Generation Park was on the short list of potential sites slated for a $550 million biomanufacturing plant for pharmaceutical company Amgen. Instead Amgen picked North Carolina's Research Triangle, turning down about $110 million incentives offered by Texas, according to media reports.

But the process of marketing a 45-acre site to Amgen demonstrated that Generation Park could benefit a future biomedical manufacturing company, said Shawn Cloonan, general counsel for McCord Development and former chief operating officer at Texas Medical Center. The land is near Beltway 8 and the airport, which could appeal to pharma big wigs flying in from Boston or San Francisco.

McCord is marketing the 45-acre site to other life sciences companies. The land could fit about 500,000 square feet of biomanufacturing, lab and office space along a 5-acre greenspace.

McCord is nearing completion on almost $30 million of work to convert forested land into developable sites with access to roads, utilities, sewage lines and a manmade lake as a regional detention facility doubling as a recreational site.

But construction of buildings at the site won’t start until McCord secures a deal, said Cloonan, adding that McCord has signed non-disclosure agreements with some prospective tenants. The site could be sold or leased to one or multiple companies, he said. McCord could have buildings ready for a tenant within 18 to 24 months after a deal is signed, he said.

The six-story, 200,000-SF Class A office building is targeting net-zero energy operational carbon.

A timber building has a negative carbon imprint equal to taking 2,000 cars off the road for one year.

The new building will be located at 10496 Katy Freeway, on the north side of I-10 between Gessner and Beltway 8, facing CITYCENTRE and Memorial City’s campus across from I-10. It sits on the 13.5-acre site is Block 10 West, the former “Great Indoors” big box retail building that Hicks Ventures renovated/repurposed into an office building in 2013.

The project, marking a significant milestone as the region’s first mass-timber building, has successfully finalized its construction plans and secured pricing and scheduling following the official announcement of its intent to build earlier this year.

“We have assembled a world-class team for Framework,” said Patrick Hicks, Principal of Hicks Ventures. “Bringing in Gensler, StructureCraft, HOAR Construction, CMTA and now Transwestern to lease it up!”

Transwestern’s Executive Managing Director Eric Anderson and Senior Vice President Katy Gragg will handle leasing.

Pending the execution of the first lease, the project will break ground with an estimated construction timeline of 18 months. The project partners include general contractor Hoar Construction, architect Gensler, the national expert in mass-timber architecture, and leading mass-timber engineer StructureCraft.
