Using the Wikipedia for missions in the U.S. as the source:
  1. Washington, D.C.: 177 (all embassies)
  2. New York City: 116 (9 embassies)

This is only counting major cities having their own MSA/metro area with population of +1 million. Major cities without consulates: Baltimore, Birmingham, Buffalo, Cincinnati, Grand Rapids, Jacksonville, Louisville, Memphis, Pittsburgh, Richmond, Rochester, St. Louis, Tulsa, and Virginia Beach.

I only looked up the U.S. because of time, but feel free to add other countries.

According to São Paulo's Prefecture site, there are 84 consulates here.

Ireland has a presence in:

D.C., NYC, LA, SF, Chicago, Boston, Atlanta… and Austin?

I am surprised that Dallas does not have a larger presence and that Fort Worth has none at all. Dallas, somehow, lost a British consulate during the Bush administration of all years.

Looks like McAllen (4!!!) was skipped on your list, though maybe it's under a million (but so is Anchorage...). I am also surprised Dallas is so low....

Trump ordered the closure of the Russian Embassy in San Francisco back in 2017 too.

I’m guessing most of the places under 4 are Canada and/or Mexico plus a random country where there’s a lot of local immigrants?

I googled and Brasília has 137 embassies.

Brasília-São Paulo relation is very similar to the Washington-New York one.

This link is too a story about the Venezuelan consulate in NYC. It's in bad shape. They really should just close and sell to Macklowe for his Tower Fifth project. (Who knows, maybe if they work out a deal they can have the consulate inside Tower Fifth, but I think there are security concerns about that so maybe not.)

I know it's a loss for the opposition but they still have their embassy in DC, and this one is only making them look bad while not providing anything for Venezuelans because they're cut off from the home country.

There are probably more Mexicans - certainly Mexicans who need temporary work permits - living around Leamington than in Windsor, and many of them don't have cars.

the one that surprised me the most here was seattle.

given its status as the de facto capital of the PNW with a giant hinterland, i would have expected it to be more in the atlanta/boston range, if not higher.

There aren't that many people in the PNW. Washington, Oregon, and Idaho combined only have 13 million people. GA, NC, and SC have about twice that.

^ yeah, it's definitely not the most populated region of the nation, but given its relative isolation from other major centers, and its pacific orientation, i still expected seattle to be higher, that's all.

Honolulu actually has more than 8 like Thailand, Nepal, Samoa & Tonga for example, of which their offices can issue visas and/or passports. This doesn't include the many others that are just honorary of course which can't.

I don't think those are official consulates. I'm not able to find any reference of a Nepalese consulate on the Nepal government's page.
