Technically Salesforce tower is Near North I believe as well as One Chicago Square
(now proceeding with defensive local Chicagoan skyscraper enthusiast short project rundown...)
Actually there's a bit of a small boom in Near North at the moment but maybe outside of where you were looking. As mentioned it's a bit on NW side of Near North around Chicago Ave of which River North is small part. There's currently 5 construction cranes up with another 3 on the way.

1 at first phase of Moody Development (7 buildings over several years in total)
1 at 808 N Clevland
1 at 401 W Chicago/757 N Hudson
311 W Huron just started demo
741 N Wells about to be demo'd
2nd site at Moody Development about to be demo'd
Salvation Army site as mentioned but I think that is more West Loop than River North.
So there could be 8 which is pretty active for such a small area in the city. Fulton maybe currently has 5 or 6 I believe but a couple more coming as well.
Streeterville, yeah, not much going on but it's pretty filled up. At some point this should be built
