Smart cities, housing for all flavour of 2015 in urban sector

A slew of mega projects worth over Rs 4 lakh crore for developing smart cities and towns and providing housing for all in the next seven years besides proposed amendments in real estate rules marked 2015 for the urban development sector.

The government approved various amendments to the contentious Real Estate (Regulation and Development) Bill, 2015, introducing provisions for depositing 70 per cent of the project cost by builders into an escrow account and punishment for violations of the proposed law.

The amendments are aimed at protecting the interest of the buyers and promoting investments in the sector while ensuring transparency.

Another major reform introduced was allocation of central assistance to states and Union Territories based on total urban population and number of statutory urban local bodies besides number of urban poor and slum dwellers in each state.

Centre gets 85 smart city proposals

New Delhi, Dec 15 T:

The Ministry of Urban Development on Tuesday said that it has received 85 out of 98 smart city proposals, almost meeting its target of getting 86 proposals, as Tamil Nadu has sought more time to submit 12 proposals on account of floods.

“While 17 proposals were submitted yesterday, 68 proposals were received in the Ministry on Tuesday, the last day for submission,” an official statement said, adding that “Telangana Government has sought to replace Hyderabad in the smart city mission by another city, to be communicated later”.

A senior official in the Ministry told BusinessLine that Telangana wants to now nominate Karimnagar in the second round of the challenge as the State feels that Hyderabad already has good infrastructure.

“It is expected that total investment proposed by the 85 cities which have submitted proposals would be about Rs. 2.50 lakh crore,” the statement added.

Smart City project may give municipal bonds fresh lifeline

The finance and urban development ministries are trying to identify cities whose urban local or municipal bodies could issue such bonds to finance specific projects. Such cities must meet norms in this regard of the Securities and Exchange Board of India (Sebi) and of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

“A number of Tier-II and III cities have cleaned their books, switched to double accounting and have got audited. This puts them in a position where their bonds could get investment-grade ratings and be able to attract investors,” said a senior official.

Why a Smart City needs smart transport solutions?

Recently the Delhi government announced that the majority of the road space in Delhi is taken up by cars which constitute only around 1.5% of the total road users. To deal with the issue they announced the redesigning of over 1200 km of roads in the capital at a cost of around INR 5,000 crore. These roads would be designed to promote public transport, cycling and making streets friendly for pedestrians and physically- challenged people. Some of the smart solutions they plan to implement include keeping certain roads only for public transport, increasing the frequency of public buses, installing lifts with glass panel, solar powered street lights, toilet blocks and rain water harvesting system. A cluster scheme for buses would be introduced to meet shortage of buses in the capital. An odd even scheme will be introduced in Delhi from January 1st 2016 for a period of fifteen days to control the ever rising pollution levels there.

Smart city advisory forum likely to be set up

The government proposes to establish a ‘Smart City Advisory Forum’ at the city level for all 100 smart cities, it said in reply to Standing Committee on Urban Development’s recommendation on social audit and monitoring of schemes.

Road to smart cities goes via Dharavi, not Chandigarh

Dharavi teaches how a city grows organically when people move from villages and learn to live and work in the same place. To service their needs, kirana shops, barbers, cycle repair and mobile phone recharging vendors pop up. The strength of Dharavi is its face-to-face sociability where human bonds of inter-dependence are formed with strangers.

Because of historic prejudices, many city regulators do not allow mixed use of land where working and living co-exist. Many do not allow high-rise buildings, which is absurd in a country where land is in short supply. By living vertically we would make horizontal space available for precious common goods — parks, schools, libraries, and public squares — which encourage sociability and friendliness. In a country where the aam admi walks and cycles, we should have generous pavements and bicycle paths. Instead of wasting hundreds of acres on a university for a thousand students, a land-scarce country should have high-rise campuses in the middle of a downtown where students become part of the community.

Most important: a smart city must have freedom, especially autonomy in governance and finances. Today, an Indian city is at the mercy of the state government. The 74th Amendment provides for this political reform but the states have thwarted it. Unless there is an elected mayor accountable to the citizens of a city, the delivery of services to the community will not improve. The municipal commissioner should report to the mayor and not the chief minister. A city should be able to become financially more independent. It must have its ‘own’ sources of revenue, both from taxes and from levying rational user charges for services. It must be entitled to predictable formula-based transfers from state governments as part of revenue-sharing arrangements. It should be able to issue municipal bonds as many cities do around the world.

Rethinking smart city for have-nots

New Delhi: What if the city's night shelters became by day places for interaction between potential employers and daily wagers? Or what if the malodorous trash dump became a scientific waste management facility? Or if a physical activity facility for slum children also doubled up as an informal classroom? With a little bit of imagination, urban spaces can actually take on these useful aspects. Indeed, the push for "smart" cities can become more meaningful if ideas like these are implemented as part of urban planning.

Aware that some communities are often left out of a city's development plans, the School of Planning and Architecture (SPA) has come up with concepts that can play a vital role in the social inclusion of people living in slums or in impoverished urban quarters. In collaboration with the Korean Cultural Centre, SPA recently organised a design competition called Smart Realities to come up with innovative solutions for such social challenges.

"There is a need to shift focus from the middle class or upper class to communities that are less catered to," says Arunava Dasgupta, head, urban design, SPA. "These people form a considerable part of the city's work force, but are a neglected lot."

Among the neglected are the homeless, often part-time workers and migrant labour. Keeping their needs in mind, Mridula Garg and her team reimagined night shelters as dormitories that could change into multi-utility centres. "By day, the night shelter can become a public space where people can congregate or where vendors can put up stalls," explains Garg. "Since a lot of people who sleep in these shelters are employed at construction sites and similar places, it could also become a labour chowk where people can come and hire daily wagers."



Another project focuses on helping rag-pickers earn a livelihood by selling products made from waste. It is an effort to develop entrepreneurial skills in rag-pickers. "We can develop centres where rag-pickers can be trained to make the most of waste. A street vendor's cart or a kiosk, for example, can easily be made out of waste material," says Aditi Singh, assistant professor, industrial design, SPA. Making effective use of waste is also the objective of the Green Dhalao project. "The eco-friendly dump will have facilities for segregation of waste and composting as well as space for a plant nursery and shops, all within the limited space of a dhalao," says Dasgupta. What is more, such a dhalao will also generate employment.

One concept looks at the daily relationship between water and women. It aims to make women the custodian and facilitator of all water-related activities. "Most slums have community toilet and water facilities. We can convert these into places where women can come to and learn while doing their work. We have thought of separate washing, bathing and toilet areas," elaborates Dasgupta. Water is recycled and used in the toilets there. Importantly, the SPA team has designed special trolleys that women can use to transport drinking water, laundry, and other heavy material. An area for playing and learning for children who accompany the women has been thoughtfully incorporated into the design.

Creating opportunities for children to learn is also the focus of another striking idea. "Slum kids don't have adequate space to play and often spend their time near dirt heaps and garbage," says Shijo Jose, a third-year student at SPA. "On a tiny plot, we can provide a learning and playing centre for kids." The structure created by his team aims to help children aged 5-13 to imbibe lessons even as they play. It consists of a vertical tunnel for fun, backed by a blackboard that NGOs can use for lessons. It can also be fitted with a computer or a tablet. Solar panels generate the required electricity.

Given the importance of power, one of the SPA teams has come up with a compelling suggestion on how to generate electricity. The project proposes a gym in a slum area that also converts into a community centre for locals in the evenings. The idea is to provide inner-city youth access to physical activity while yoking their exertions usefully. "The mechanical energy produced using the gym equipment will be converted into electrical energy using dynamos," explains Dasgupta. "The energy will be stored and used to illuminate the centre and neighbouring areas."

In crammed metros like Delhi, these simple ideas - which not only empower the marginalized but also provide multi-functionalities - can change the quality of life for many. And that perhaps is the true beauty of these purposeful suggestions.
