Westbank proposes an Aqua-like wave for 1200 Stewart complex

The project is called 1200 Stewart St. and the developer, Westbank Projects Corp., wants to build a pair of 41-story towers with 876 units and 791 parking spaces.

The north side of the buildings will have a “continuous sculptural balcony” that creates a wave on the facade, according to documents prepared for a design review meeting next week. The packet names a landmark tower in Chicago called Aqua as an inspiration. The rippling residential high rise was designed by noted architect Jeanne Gang.

The wave is meant to attract people walking by as well as people viewing 1200 Stewart on the skyline. Trees will be planted on various levels of the facade. The south side of the complex will have a flatter, more traditional facade.

Henriquez Partners Architects of Vancouver, B.C. is the architect for 1200 Stewart. Westbank said in design review documents that it has an affiliated company called Icon West Construction that builds its projects.

PFS Studio, also of Vancouver, is listed as the landscape architect.

An early design guidance meeting is set for 5:30 p.m. Tuesday at City Hall, 600 Fifth Ave.

Before the recession, Lexas Cos. proposed building a pair of 35-story towers with a hotel and housing on the same site. While the overall size of Westbank's proposal would be about the same, the developer has made some big changes such as getting rid of the hotel, and lowering the height of the podium.

Westbank will need an alley vacation for the project, and said it wants to put a “galleria” where the alley is today. The galleria would be enclosed in structural glass with a winter garden inside, creating a path from Stewart Street to Denny Way.

Other public benefits such as sidewalks, landscaping and open space that Lexas had proposed in exchange for the alley vacation would remain as part of Westbank's project.

Westbank said in the design review packet that it has $10 billion in projects completed or under development in Dallas as well as Vancouver, Toronto, Montreal, Calgary, Edmonton and Victoria.

Suspicious demolition-looking activity is being reported at the 1200 Stewart St. site. Who knows if this is really "IT" (the start).

They recently filed a request to add four floors (allowed by recent upzone) and reduce one parking floor, as a revision to the existing land use permit. There have been multiple descriptions and I don't know which is right...but I'm guessing it's back over 1,000 units. Parking might be down to around 600 spaces. It also has three levels of retail, which sounds like large-format stores like potentially a supermarket.

A lot of jobs reduce their parking as construction approaches. They get land use permits for the most they might need, because reducing is far easier than adding in the permit process. The 2014 Fairview tower just cut a floor also. Onni's twin towers did it too. And others. Of course, reliable cost info is only available toward the start of construction, so some is probably a reaction to sub bids or market conditions.

I don't know how long the LUP revision will take, or what hurdles come with it. They can presumably revise the shoring permit application fairly quickly, which is really what drives a construction start.

A lot has happened since 4/20...they started drilling. It's a real start.

The size is unclear. It's two 45-story towers, but how many units? Is it 1,050 units with 700 parking spaces plus 100,000 sf of retail?

In any case it's the second-most ever for a single block in Seattle. But this block is about 1.3 acres.

The Onni south block is 1,179 but that's two acres (an extra-large block, but not including a small park).

The record if we're lucky will be a block that's about two acres but has four 40-story towers planned by two developers on both sides of the alley. That could be in the 1,500 range if all four get built.

These will be close to 484'...they used a recent upzone to add four floors up to 440' occupiable, plus 10% for architecture, amenities, and mechanical.

The old limit was 400' + 10% for the 440' we often see. Most new projects will now be 484' in those zones.
