Hinds Parkway Completed Project

Hinds Parkway (formerly called the Byram-Clinton Corridor) was conceived through a planning initiative by the Mississippi Development Authority as a multi-modal transportation corridor designed to enhance both economic development and energy efficiency. The entire project consists of an 18-mile, low speed multi-lane parkway style road situated between the Byram Community at I-55 in the southern portion of the Jackson Metropolitan Area, extending northwestward to the Norrell Road Interchange at I-20 in Clinton.

The design concept further calls for sidewalks, pedestrian walking trails, and biking trails along with access limitations to ensure public safety and enhance levels of service. Waggoner completed the route evaluation and NEPA documentation services. The FHWA approved a FONSI for this approximately 18-mile project.

Officials say it will benefit economic development.

The new pavement is a welcomed sight for pedestrians and motorists excited about a shorter way to get across the county.

It’s official. The Hinds Parkway at Parks Road opened with dignitaries cutting the ribbon Thursday.

Starting at Davis Road, the completed roadway is 3.24 miles.

It ends at Parks Road.

The project cost about $28 million dollars.

"This parkway is about business, retail and residential development," said District 3 Supervisor Peggy Hobson Calhoun. "It's about economic growth. The project was originally designed to promote economic development and improve transportation".

There are also sidewalks along the two lane roadway with walking and biking trails.

Motorists are excited that it improves travel and will create growth.

"I'm all for the new roadway because it makes it easier for commuters to have a decision to go to Raymond if you need to get your tag or going to college, anything of that nature. So it cuts down on traffic," said Maurice Williams of Crystal Springs.

"I think it's great," said Bob Bankston of Byram. "It took a long time to get it done, but boy has it been nice because this congestion right here was pretty confusing. But hey got it worked out now where we can breeze right on through it ".

The Hinds Parkway's phase of the project is 18 miles and will go from Parks Road to Norrell Road at the I-20 interchange.

I remember back in the 90’s when Jackson was poised to get three skyscrapers, one designed by Helmut Jahn. Obviaiously, none came to pass.

New pizza joint fills void in Fondren area. See where it is

The original plan when Ed's Burger Joint was going to be there was to expand in order create the capacity it would need. However, that proved to be too expensive, which eventually shuttered the project.

However, another idea came along when Sal & Mookie's left Fondren for The District at Eastover.

"We just realized there was a void for pizza in the area, and we really decided to lean into that," Watkins said.

Implementing an outdoor pizza oven helped the process as it was not necessary to build a full kitchen. It also makes for an interesting experience for diners who can hang out outside and still see their pizzas being made.

The ownership group replaced the old garage doors to take advantage of the old gas station feel that carries throughout the property.

"With the addition of the green space outside, it really makes for a fun place to bring your family and dogs and have a happy space," Watkins said.

Simultaneously, Watkins said his group is working on a project for the back of the building where they are creating green space that will have a performance area that will have a lot of outdoor activities and will be open to the neighborhood.

"We are really hoping to make this a nice outdoor gathering place for the neighborhood," Watkins said.

Juanita Crimiel, who works as the chef for Highball Lanes next door, will also be the head chef for The Station.

"So far, everything has gone really well through the soft opening," Watkins said. "So, we are ready to roll it out."

He said a ribbon cutting is scheduled for Sept. 20.

The Station will serve various pizzas that range from traditional offerings such as pepperoni or margarita all the way to a shrimp and boudin special.

Appetizers will include a charcuterie board, calamari meat balls, sliders, truffle toast and marinated mushrooms among many other items.

The one dessert item is zeppole, which Watkins said, "is almost a cross between a begnet and a cinnabun. It's really good."


The Station is open for dinner Tuesday through Friday and lunch and dinner on Saturday and Sunday.

The area is owned and being developed by Ergon Properties and the word is, in a few weeks, an announcement will be made about what is coming in the first phase of construction. Earthmovers and construction crews have been working for months on the 70 acres beside the Home Depot in Brandon.

“Everything is over on Lakeland Drive, so we need something over on this side of town,” said resident Samuel Henderson.

“We need some restaurants. We need some hotels when people come for their concerts here,” said resident Nancy Swales.

The close proximity to the Brandon Amphitheater and the ballfields has led to a flurry of development. Across the interstate, a Moe’s and Pizza Hut combo just opened.

“We employ over 120 employees in both businesses,” said co-owner John McGowan.

McGowan said it is the promise of what is coming to Brandon that helped convince them to open up now.

“We saw a lot of development going on on the other side as well, so car lots, retail restaurants and shops, so we wanted to get on this side,” McGowan said. “We know a hotel is coming as well, so a lot of businesses are built in Brandon, Mississippi, and we wanted to be a part of that.”

Ergon Properties, which owns the 70-acre lot across the interstate, is still guarded about naming the businesses that are coming, but developers did say it is likely weeks away and will include a Mexican restaurant, a hotel and a grocery store for starters.

“Lord knows we need another grocer here in Brandon,” Mayor Butch Lee said.

The mayor said he knows residents are anxious to find out what is coming. The East Metro Parkway opening is a week away, promising more traffic from the Lakeland Drive area, across Interstate 20, where a new development will soon be in place.

“We will announce and tell those stories as those properties want to tell those stories,” Lee said. “We will stand beside them and say this is what we have been working on and we are very happy to have them in Brandon.”

There has been rampant speculation that a Costco is coming. It is not a Costco.

The East Metro Parkway is set to open by the end of October at the latest.

Hinds, Rankin counties receive pavement rehabilitation projects

JACKSON, Miss. (WJTV) – The Mississippi Department of Transportation (MDOT) announced several critical pavement rehabilitation projects in central Mississippi during a recent Mississippi Transportation Commission meeting.

In Rankin County, a pavement project will provide the mill and overlay of 9.2 miles of U.S. Highway 49. Officials said the work also includes repairing failed areas, releveling underlying concrete pavement with pressure grouting methods, widening of turn lanes at Star Road, and upgrading any deficient guardrail.

In Hinds County, the pavement rehabilitation project calls for the mill and overlay of 11 miles of State Route 27 from the Copiah County line to State Route 18.

The SR 27 project will also include failed area repairs, drainage pipe repairs, the replacement of deficient traffic signs and guardrail upgrades.

Central Transportation Commissioner Willie Simmons said MDOT is excited to get both projects underway.

“There is an increase in traffic on U.S. 49 between Florence and the Simpson County line, and it is a rough ride. We’re going to fix that,” said Simmons. “In Hinds County, we’ve let a project on Highway 27, another heavily traveled corridor by log trucks and other commercial vehicles, that will provide the same kind of improvement, making it a safer and smoother ride for citizens in the area.”

The $11.4 million U.S. 49 mill and overlay contract was awarded to APAC-Mississippi, Inc. of Jackson. Work will begin this month and the anticipated completion date is spring 2025.

The $4.7 million SR 27 mill and overlay contract was also awarded to APAC-Mississippi, Inc. Work will get underway next month and the project is expected to be completed by the end of summer 2024.

Germantown celebrates groundbreaking for performance arts center

MADISON COUNTY, Miss. (WJTV) – On Monday, the Madison County School District held a groundbreaking ceremony for a new performing arts center at Germantown High School.

The campus will also see an additional 24 classrooms. The two-story performing arts center will seat 1,200 people.

“Not having an auditorium has been a challenge. Now that we have that in place, we’ll be able to do a lot more school activities there with our theater department, with our performing arts. It will also be a space for our community, as well, to come out and hold certain events at our school. So, it’s just a just a great opportunity for our students and for our community,” said Germantown High School Principal Cody Zumbro.

The project will cost $44 million. The building is being built on the east side of the Germantown High School campus.

Officials said construction is on schedule for completion in July 2024 for the classroom addition and in November 2024 for the performing arts center.

TUPELO, Miss. (WJTV) – This week, officials from the Federal Highway Administration (FHWA) and National Park Service (NPS) celebrated the completion of a 40-mile roadway rehabilitation and safety improvements project along the Natchez Trace Parkway in Alabama and Mississippi.

Funding for the project was made possible with $54.3 million provided by FHWA’s Nationally Significant Federal Lands and Tribal Projects program.

“FHWA is proud to partner with the National Park Service to help make travel safer and provide more reliable access to the Natchez Trace Parkway, an historic travel corridor that supports local residents, businesses, and visitors,” said Federal Highway Administrator Shailen Bhatt. “This project will enhance quality of life for local residents across two states and ensure continued visitor access to cultural and historically significant destinations along the parkway.”

Officials said the project includes new safety features along Natchez Trace Parkway with raised pavement markings to help prevent lane departures and crashes.

Guy Fieri brings taste of 'flavortown' to Tunica with new restaurant

On Thursday, the celebrity chef and host of Diners, Drive-Ins, Dives celebrated the opening of Guy Fieri's Tunica Kitchen + Bar inside Horseshoe Tunica hotel and casino. The restaurant claims to be a one-of-a-kind experience featuring vibrant ambience and exceptional service.

In a news release, Horseshoe Tunica said the restaurant can be found on the main casino floor across from the World Series of Poker Room. It will be open from 7 a.m.-10 p.m. Sunday-Thursday and 7 a.m.-midnight Friday and Saturday.

It is Fieri's first restaurant in Mississippi, where his mother grew up.

Fieri is scheduled to make an appearance at Buster's Liquor and Wine at 4 p.m. Friday, Sept. 15 for a bottle signing.

Downtown Natchez Alliance applies for grant to develop Depot Park at the Natchez Bluff

NATCHEZ — The Downtown Natchez Alliance has submitted a grant application in the amount of $362,000 for development of the bluff at the Depot. The grant application is in accordance with the city’s Downtown Master Plan, said Chesney Doyle, a Downtown Natchez Alliance board member, who authored the grant with assistance from James Johnston, the city’s director of community development. “The project is called the Depot Park at the Natchez Bluff,” Doyle said. “This grant is the new Main Street Revitalization Grant funded by the state legislature.”

The City of Natchez has pledged a $90,500 match, should the grant be awarded for the project. The city’s Downtown Master Plan is an example of how city planning works to support economic revitalization and private investment, Doyle said. The grant application received 11 letters of support from public and private groups and individuals here. “The Natchez Bluff, our city’s most unique and precious natural asset, is nearly 200 feet high, with a view of the Mississippi River that is second to none. The depot property is a one-acre lot on the edge of the bluff, fronted by Broadway Street,” the application reads. It notes that the historic former train depot, built in 1910, is the only remaining enclosed structure on the public bluff. The city has invested approximately $900,000 in the renovation of the building since 2016, largely funded by the Mississippi Department of Transportation; however, there is no funding for the development of the surrounding Depot Park, according to the grant application. The DNA grant application notes the project is about more than beautification of the area. “It is about executing an economic revitalization strategy that was officially adopted by the city in 2018,” the application reads. It also calls attention to the fact that the project addresses all four points of the Main Street Community approach, which include design, economic vitality, promotion and organization. The goals of The Depot Park at the Natchez Bluff, as outlined in the grant application, are to “transform an undeveloped parcel of land on our Landmark bluff into a prime destination for locals and tourists,” “to connect the adjacent Trailhead Pavilion and wayside exhibits to the southern end of the bluff,” to serve as “a catalyst for the development of the city’s Broadway Street Entertainment District, inspiring private infill development, redevelopment and new business,” and “ignite development beyond the adjacent lots to the under-developed properties along Canal, Wall, and nearby secondary streets, eventually bridging the gap between the Broadway Street Entertainment District and the historic downtown’s denser central business district and civic core.” Natchez Mayor Dan Gibson said he is thankful for the Downtown Natchez Alliance. “We are so grateful to Mickey Howley, Michael Pace and our team at the Downtown Natchez Alliance for leading this amazing effort,” he said. “Our historic Depot on the Bluff is soon to become a much-needed downtown visitors center, and I can think of no better way to complete our vision for this facility than following through with the outside improvements as included in our city’s master plan. “Our placement on the majestic Mississippi River is unlike that of any other city. And capitalizing on the views of that river from this historic gem are the perfect strategy for taking Natchez and Mississippi tourism to the next level, while adding to the charm of our downtown,” Gibson said.

Relativity Space breaks ground on new test stand at Stennis Space Center

Jackson, Miss. (Sept. 7, 2023) – Leading 3D-printed rocket company Relativity Space has broken ground on a new vertical test stand at the A-2 complex located at NASA’s Stennis Space Center in Hancock County. In October 2022, Relativity announced a large $267 million expansion at Stennis that will create 630 jobs. The new test stand, part of the larger expansion, will support advanced vertical stage testing for Terran R, the company’s medium-to-heavy lift reusable rocket.

The entire project, which includes several new engine test stands, a full-scale second stage stand, office buildings and a vehicle hangar, will enable the company to increase its testing, increase the speed of iterative learning cycles and shorten speed to market. Originally designed to withstand a maximum thrust of 1.5 million pounds, the A-2 test stand is being upgraded by Relativity to accommodate thrust of more than 3 million pounds, positioning it at the forefront of America’s commercial space program. The expansion brings Relativity’s total footprint at the site to nearly 300 acres, making it the largest commercial presence at Stennis.

Relativity also has 10-year leases for the E-2 and E-4 stands and has commercial use agreements for the E-1 site with continued improvements in the R-Complex for new engine and stage test infrastructure.

The Mississippi Development Authority is providing assistance for infrastructure improvements. MDA also is providing assistance through the Aerospace Initiative Incentives Program, which provides tax incentives to companies that locate or expand in Mississippi and manufacture, assemble or process products, components or systems for the aerospace industry or provide research and development or training services for the sector. Hancock County and Stennis Space Center also are assisting with the project.

Since forming in 2016, Relativity has operated multiple production, test and launch sites across the United States. Relativity employs over 1,000 people across the United States and is actively hiring in the Gulf Coast region as its presence continues to grow.

OSB Services LLC relocating headquarters to Olive Branch

The Mississippi Development Authority is providing assistance through the Mississippi Flexible Tax Incentive, or MFLEX. The city of Olive Branch and DeSoto County also are assisting with the project.

RTX expands high-tech manufacturing footprint in Mississippi

Jackson, Miss. (September 15, 2023) – Raytheon, an RTX business, broke ground today on a 17,000-square-foot expansion of its Consolidated Manufacturing Center in Forest. The project is a $50 million corporate investment and will create 100 high-skill jobs over the next five years.

Raytheon will construct a new building on its Forest campus to serve as a hub for the production, test and integration of Next Generation Jammer Mid-Band pods for the U.S. Navy and Australian government, as well as airborne radar programs. This investment marks Raytheon’s third expansion in Forest since 2013.

The Mississippi Development Authority and Scott County partnered with Raytheon to support building improvements and facility expansion needs for the project.

NGJ-MB is an advanced electronic attack system that denies, disrupts and degrades enemy technology, including communication tools and air defense systems. Raytheon began Low-Rate Initial Production in Forest in 2021 and was awarded a third LRIP contract in 2023, enabling the team to begin delivering this critical capability for the U.S. Navy fleet and beyond.

For 40 years, Raytheon has been part of the Forest community. RTX employs more than 1,000 people and spends over $253 million annually with Mississippi suppliers. Construction of the new facility will begin in October 2023 with completion expected by December 2026.

Chipotle in madison

Construction on the new Chipotle restaurant on Grandview Boulevard is going smoothly.

The city broke ground on the restaurant in February and it is estimated to open to the public in late summer or early fall.

Nothing Bundt Cakes to open in Madison

MADISON — Residents here can expect a brand new Nothing Bundt Cakes on Grandview this fall.

Nothing Bundt Cakes is based in Flowood and offers a wide variety of bundt cakes for many different occasions.

Bethany Stevens, general manager of the Nothing Bundt Cakes Flowood location, said her store is a high-volume bakery and always stays busy.

“We expect the Madison location to be open sometime in November,” Stevens said. “My assistant manager, Alyssa Catlan, will be the general manager of the new location and she is really excited.”

Stevens said what makes Nothing Bundt Cakes stand out is the top-tier customer service along with their delicious cakes.

“Our cakes taste the best and we have a wide variety of flavors with different decorations, but our guest service is pretty amazing,” she said. “The way we greet our guests is very personal and we try to make them feel special. “Gluckstadt is the fastest growing community in central Mississippi, and we’re delighted to be a part of the excitement and growth here,“ said Mike Crandall, Trustmark’s Market Leader, Madison County. “Our new location on 103 Trustmark Drive will be a full-service, concierge-style financial services office with expanded banking hours for the convenience of our customers.”

This will be the first Trustmark branch in Gluckstadt according to bank spokesman Melanie Morgan.

“The location is around 70% complete at this point, and we are currently on target to open by the end of this year,” Morgan said.

The building is 3,800 square feet of heated and cooled office space with a total of 5,600 square feet including the drive-thru canopy.

The building was designed by Steve Davis of Canizaro Cawthon Davis Architecture-Planning-Interior Design in Jackson.

“Trustmark’s new bank in Gluckstadt makes a powerful statement on a busy street corner,” a statement from the firm reads. “Reflecting both the community’s Germanic roots and Trustmark’s modern banking concepts, the building welcomes users with a light-filled lobby. The concept has remained true from initial design through construction.”

The Gluckstadt Mayor and Board of Aldermen unanimously approved a site plan for a new Trustmark National Bank on the northwest corner of Gluckstadt Road and Calhoun Station Parkway in August 2022. Later in October, they voted unanimously to name the access road off of the Calhoun Station Parkway for the site Trustmark Drive.

Highway improvement projects continue across northeast Mississippi

Lottery-funded paving projects

Work continues on the mill and overlay of 5 miles of State Route 9 in Union County from State Route 178 to State Route 348. The project also includes the base repair of the roadway. The $4.1 million project was awarded to APAC-Mississippi of Jackson. Work is expected to be completed fall of 2023.

A mill and overlay project was let in June on State Routes 366 and 760 in Tishomingo County. This $2.4 million lottery project was awarded to APAC Mississippi of Jackson. The project is expected to be completed fall of 2023.

U.S. 82 in Lowndes County

A $19.8 million safety enhancement and overlay project has started in Lowndes County on 7 miles of U.S. 82 from U.S. 45 South to one mile east of Military Road.


This project includes mainline curve reconstruction, ramp lengthening, sign enhancements, and pavement mill and overlay. The contract was awarded to Falcon Contracting Company, Inc. of Columbus. Work is expected to be completed summer of 2024.

State Route 182 bridge replacement project in Webster County

A bridge replacement project has begun to replace the State Route 182 bridges over White Creek Canal and Little Black Creek in Webster County.

The bridges will be built one at a time so properties between the bridges will have access. This $4.7 million project was awarded to Ste-Bil Grading of Waterford. The bridge replacement is expected to be completed fall of 2024.

State Route 772 bridge replacement in Pontotoc County


A bridge replacement project is underway on the State Route 772 bridge over Chiwappa Creek in Pontotoc County with a box bridge.

The contractor has removed the old bridge and is working on building the new box culvert. This $883,000 project was awarded to Ste-Bil Grading. The bridge replacement is expected to be completed fall of 2023.

U.S. 45A in Chickasaw and Monroe Counties

A $17.4 million mill and overlay project on 5.5 miles of U.S. 45A from south of State Route 8 in Monroe County to the Chickasaw County line is underway.

Paving of the main line has been completed and crews are working on paving crossovers and road tie-ins. Once that is completed, shoulder work and stripe will be done to complete the project. The contract was awarded to Falcon Contracting Company, Inc. Work is expected to be completed fall of 2023.


State Route 25 and State Route 19 mill and overlay in Winston County

A $17.6 million project in Winston County is nearing completion. The project included a combination of full-depth reclamation and mill and overlay of SR 25 from Attala County to 1.3 miles north of Platsburg Road and mill and overlay of SR 19 from Neshoba County to Attala County.

The contract was awarded to Dickerson & Bowen of Brookhaven. Work is expected to be completed in late summer of 2023.

Interchange improvement project on State Route 25 in Itawamba County

A $6.5 million project is underway on SR 25 at the I-22 interchange. This project includes signal upgrades and intersection safety enhancements along State Route 25.


The contractor is currently working on grading and concrete curb. The project was awarded to Cook & Son of Smithville. Work is expected to be completed spring of 2024.

City of Jackson planning to demolish Eudora Welty Library

According to the Jackson/Hinds Library System, the library has been shut down for years due to several issues, including fire hazards, heating and cooling issues and water problems.

Jackson leaders said there had been conversations about relocating the library and turning the current location on North State Street into a green space.

The city spokesperson said they are working with the state to carry out the demolition, but there is no timetable as to when it would happen.

I would like to see the renderings, too, if you can find them. Even a few more details would be interesting, like number of floors or heights. I searched through three books/collections of Helmut Jahn's work in my own library and couldn't find it. It does appear that when he had a good design idea that didn't get built, he would often pitch it (or a variation of it) to other developers working in other cities until it was built. I found what appeared to be an early variation of the MesseTurm drawn next to Cincinnati's Carew Tower, which was interesting. I have renderings of two completely different design ideas he pitched for that Cincinnati project. There is a possibility the design for the Jackson proposal could've become a built project in another city? It's always fun looking through those books and finding the never built structures. If we had a few more details on those three proposals for Jackson, we could add those three buildings to the diagrams.

Belhaven University opens $12 million parking garage

September 19, 2023 (Jackson, Miss.) – A $12 million parking garage was just completed on the Belhaven University campus. The new five-story parking complex is now open, solving the University’s parking challenges and providing ample parking spaces.

The garage was constructed over the existing parking lot between Heidelberg Gymnasium and Dr. Billy Kim International Center. Access is from the two university entrances off Peachtree Street, with one entrance putting drivers at the lowest level of the garage and the other higher in the garage.

Parking has long been a challenge at Belhaven University due to steady growth in enrollment over the years. Belhaven University President Dr. Roger Parrott calls the garage “a game changer” for the campus. “It makes the best use of our land,” he said. “We can’t take up all the limited space with parking. It gives us enough capacity to assure that we could eventually build another residence hall and classroom building in the future.”

The garage's exterior, constructed with brick, blends with the existing buildings on campus. Its design incorporates two below-ground stories, minimizing its visual impact from Peachtree Street.

Beyond its look, this new garage has an applied and practical use. With its central location, the garage provides students with improved access to their classes, dormitories, stadium events, cafeteria, and other essential campus facilities.

Belhaven's leadership recognized the importance of designing a garage that defied the typical perception of parking structures. Dr. Parrott explained, "It is filled with lots of light. Many garages feel scary, but this one is different. Equipped with security cameras and ample lighting, the garage will cater to residential students, faculty, staff, and commuters alike.”

The completion of the parking garage was made possible by the generous support of an anonymous donor who gave $12 million for the project. “I’ve been a university president for 33 years, and I never expected anyone to give money for a parking garage,” he said. “It’s pretty remarkable.”

The benefits extend beyond the campus boundaries. Belhaven University has been an integral part of the Belhaven neighborhood for many years, coexisting with residents and facing shared parking challenges. With the completion of the parking garage, some of the strain on neighborhood streets caused by student parking will be alleviated. Virgi Lindsay, a Belhaven resident and representative of Ward 7 on the Jackson City Council, welcomes this development as a positive step for both the neighborhood and the university. Lindsay stated, "We have always had healthy parking issues, and this will help both the neighborhood and University by getting cars off the residential streets."

Board of Supervisors approve over $1 million for new jail pre-construction

At the Warren County Board of Supervisors meeting on Tuesday, the Board greenlit a pre-construction expense of over $1.1 million, in addition to another $30,000 for the new jail to be built off Highway 80.

In June 2018, the prior board of supervisors purchased a 47-acre tract of land on U.S. Highway 80 for $400,000. This property, situated at 1134 Highway 80, once housed the Pinewood Motel, which had been abandoned since 1979. By 2019, the county had demolished the remaining structures and drained a pond located on the premises.


The comprehensive study conducted by the Voorhis/Robertson Justice Services Group from Denver, Colorado, in 2010, recommended the construction of a facility that could accommodate approximately 350 inmates. Warren County Sheriff Martin Pace previously stated to the Board this capacity would create sufficient space for housing misdemeanor and pretrial felony inmates, as well as state inmates eligible for community work programs. However, due to existing state statutes, inmates of these classifications can’t be confined together in the same section of a correctional facility.

On Mar. 9, the Board authorized Board President Kelle Barfield to sign a short-term note of $6.7 million. The funding was to cover preliminary costs associated with the design and construction of the new jail. The existing Warren County Jail is located on a plot near the courthouse with limited space for expansion. The upcoming project plans to adopt the latest standards in jail design and favor a horizontal layout.



On Tuesday, the Board moved forward with the approval of requisition 1 and 2 for applications 1 and 2 linked to the jail’s pre-construction, both addressed to White Construction. While the first requisition and application is set at $30,000, the second requisition and application comes in at a more substantial $1,158,227.34. Each vital to drawing up plans and moving forward with the construction.

The anticipated revenue for the upcoming fiscal year is projected at $47,761,379. This represents an increase of more than $1.7 million from the current fiscal year’s revenue of $45,998,607. This increased budget allocation will account for site preparation for the new jail as part of the county’s improvement expenses for the coming fiscal year.

The Board has also sanctioned an invoice from Neel-Schaffer Inc., amounting to $1,820, which covers offsite utilities for the new jail facility.

Condos to be built in former Laurel school building

Plans were revealed for a $14 million restoration project to convert an old school into 58 housing units, but the veil remained on a new company that is planning to locate just west of Laurel.

The old Lamar School at 400 West 15th St. will have 33 senior housing units and 25 family-size condominiums, Laurel Housing Authority Executive Director Ailrick Young told the City Council at its Tuesday meeting.

Tax credits will be pursued to “restore the building to its original exterior style,” Young said. LHA will manage the property and own 50 percent of it with Affordable Housing Developers LLC out of Addison, Texas.


The units will range from 1,200 to 1,650 square feet each and the development will span the block, with additions to south and west sides. Parking will be underneath the units, Young said. A Hispanic church that meets in the auditorium now will be able to continue to have services there during construction, he added.

The Planning Commission approved Young’s request to rezone the property from medium-density to high-density residential, and the council agreed with the recommendation unanimously by a 5-0 vote. Council members Grace Amos and George Carmichael were unable to attend, council President Tony Thaxton announced at the beginning of the meeting.

The planned development is exciting news for the community, city officials said.

“We appreciate you guys ... this is making a difference,” Councilman Jason Capers said.

Young said, “We appreciate the support and the opportunity to provide additional housing.”

Having the old elementary school restored while also adding housing to the city is a win-win, Mayor Johnny Magee agreed.

“That building has been vacant and dilapidated for quite a while,” he said. Senior units will likely house one person while family units will comfortably accommodate a family of three, Young told the Planning Commission. Other locations were researched but did not fit the criteria for tax credits and funding, he said.

Lamar Elementary School opened in 1908 as a two-room building known as Kingston School, and the current school was built in 1913 as a two-story building with an attic, according to the old Laurel Ledger newspaper.


Laurel school officials closed the school in 1995 because of declining enrollment. In another matter, a voluntary annexation of property on Highway 84 West near the Sportsplex was unanimously approved to accommodate a new business that plans to locate there. Jackson lawyer Chad Mask was retained for legal services for the city.

“The company is paying for everything,” Magee said. He declined to identify the business that will be there. When pressed, he said it is something that will make “most people” happy.

Bridal Path officially open in Madison

Bridal Path owner Audrey McCarty said opening her business in Madison was done through prayer and her whole family is blessed.

“We’ve prayed over the foundation, written Bible verses, and even eaten dinner on the concrete slab,” McCarty said. “It’s unbelievable how great of a team I have, and this building would not exist without Taylor Poole at Dean and Dean and everyone else who has been a part of this. This was truly made by the people and I can’t believe we’re finally here.”

McCarty took ownership of Bridal Path in 2018 after graduating from Mississippi State University. The store originally opened in 1969 in Jackson, and plans to move the business to Madison have been in the works for at least two years.

McCarty is the daughter of Madison’s Ward 3 Alderman Janie Jarvis.

The City of Madison Chamber of Commerce held a ribbon-cutting ceremony for the new Bridal Path on Sep. 19. Multiple city officials were present, including Mayor Mary Hawkins-Butler, aldermen, Fire Chief Derrick Layton, Police Chief Gene Waldrop, and local business leaders.

McCarty said she wanted to thank Mayor Mary Hawkins-Butler most of all.

“She’s been my second momma forever and it means the world to me that I get to have a building in this beautiful city right at the beginning of Main Street,” McCarty said. “She’s been so strong and has built this city on prayer. We’ve prayed over this place and it’s an honor to be here. Our family has been so blessed by this business and everyone who has supported it.”

The original owner of Bridal Path, Rosemary Guess, was also present at the ribbon cutting and spoke about the history of Bridal Path, which was originally located on Lakeland Drive.


“In 1969, a friend of mine called me one day and she asked if I would like to open a bridal store,” Guess said. “I thought it would be fun, so me and two other ladies started out with no experience. We took out $15,000 and stocked the store, and our most expensive dress there was $250. When we sold a $250 dress, we thought we had it made.”

Guess said even though she does not own Bridal Path anymore, she knows it is in good hands with McCarty.

“It’s so wonderful to see a family take over this business,” Guess said. “It’s still in my heart, and I will love and treasure it forever even though it’s not mine anymore. I know it’s in really good hands.”

Hawkins-Butler said dreams do come true on Main Street and she is incredibly proud of McCarty.

“It’s such a personal feeling I have in my heart, when we talked about dreaming big, to never quit, and to always remember to pray,” Hawkins-Butler said. “I'm so proud of you. As we stand on one of the finest corners in the state of Mississippi, we see something that’s fabulous and unique and it sets the tone as you come into the Main Street Historic District. God had a plan for all of you to be here. It doesn’t get any better than this, to see young people grow up here, start their businesses, and start their families. Make those memories, and don’t let go of that. Always know that you are special and you’ve made Madison even more special.”

The Lott Smith bridge project will be completed with Emergency Road and Bridge Repair funds.  Bids for the Auburn Road Bridge Project will open October 12.  Holmes gave an update on Bethel and Opelousas Road Bridges. He said they are timber bridges on “life support,” and preliminary plans have been sent in for state aid.  Bridge projects in Lincoln County should be able to get new funding specifically for state aid bridges this year. Holmes explained the legislature created the fund this year. Lincoln County could have used state aid funding in the past to repair bridges on state aid roads but used those funds for paving of the roads.

Board approves Guaranty Bank branch

RIDGELAND — A Guaranty Bank bank branch moved a step closer to reality following city approval.

A site plan and architectural review for the proposed bank at 405 West Parkway Place was approved unanimously on the content agenda at the regular meeting of the Mayor and Board of Aldermen on Sept. 5.

The building is more than 9,000 square feet, according to architectural renderings from Dean Architecture in Ridgeland. The building will house a bank branch in about 2,000 square feet of space. The rest will be office space.

Public Works Director Alan Hart said the design of the building conforms to the existing architectural standards.

The proposed building is just south of the existing Trustmark building.

The building will feature 72 total parking spaces. According to the architectural drawing, city ordinances require a building of this size to have 61 spaces.

The item was approved unanimously in a 6-0 vote by the Architectural Review Board. One member, Lynetter Praytor, was counted as absent for the Aug. 22 meeting in which the vote was held.

Scooter’s Coffee planning G’stadt expansion soon

Scooter’s Coffee confirmed on Sep. 8 that new coffee shop locations will be coming to both Gluckstadt and Madison, but have not said where the businesses will be located yet.

El Sombrero appreciates love from community

Gluckstadt is the newest location for El Sombrero in Mississippi. Other locations in the state include Flowood, Pearl, Byram, McComb, and Vicksburg.

The new restaurant can be found at 102 Dees Drive next to Epic Donuts and Stone Ground Coffee.

Silvera said he had the idea to bring a new restaurant to Gluckstadt since multiple customers at the Flowood location asked him if an El Sombrero would be coming to Madison County.

“We ended up striking a deal for the restaurant here in July 2021, and opened two years later in July of this year,” he said. “Business has been great so far and we’ve stayed busy. We have around 24 staff members who are all new and we appreciate the patience.”

El Sombrero serves authentic Mexican cuisine, including their staple chips and salsa, queso, street tacos, fajitas, quesadillas, enchiladas, steaks, burgers, and more. Customers can also enjoy sweets such as fried ice cream, brownies, churros, flan, and chimi-cheesecake. Silvera said customers can find a little bit of everything.

“We appreciate the love and the warm welcome, and I’m hoping to open a second El Sombrero location in Gluckstadt sometime in the future,” Silvera said.

Mississippi Candy Company now open

Mississippi Candy Company owner Leigh Lamkin says her lifelong goal was to teach and own a candy store, both of which she has achieved.

“I’m living the dream right now,” Lamkin said. “We opened two weeks ago and business has been wild and chaotic, but in a good way. We’ve been welcomed by new residents of the area and by people passing by on the interstate.”

Lamkin grew up in the Mississippi Delta and moved to Madison County about 20 years ago. She lives in Gluckstadt with her husband Will and her three sons, Dayne, Slay, and Scout.

Mississippi Candy Company, which opened on Sep. 2, is Lamkin’s second candy shop. Her first was Livingston Sweet Shop in 2012.

“I always wanted to teach school and own a candy store, and I was fortunate enough to teach kindergarten and first grade right here with Madison County Schools and teach adult education throughout the state,” Lamkin said. “We sold Livingston Sweet Shop several years ago, and after working for corporate America for a few years, I wanted to open a business close to home. Our family lives here in Gluckstadt and we wanted to be more involved in the local community, and it was a no-brainer opening here seeing all the growth happening.”

Mississippi Candy Company carries a huge variety of candies and other treats.

Lamkin said Mississippi Candy Company is family-owned and operated, and business has been crazy since opening.

Mississippi Candy Company is located at 102 Dees Dr, Building 300 in Gluckstadt next to El Sombrero. They are closed on Mondays and open Tuesday through Thursday from 11 a.m. to 7 p.m., Friday and Saturday from 11 a.m. to 8 p.m., and Sunday from 11 a.m. to 4 p.m.
