It was always going to pass. Most people aren't turning to the inqy for how they should vote and the wording on that question was always going to sound good to the average voter.
Not sure how it's a ding on Kenney though. I'm not a fan, but he was irrelevant and I don't think there's anything he could have done to be relevant. This is bigger than just the power dynamic between elected officials. This was really about community-member antipathy towards development / change / gentrification. We have to solve the problem of mistrust. People are suspicious of development because they're naturally resistant to change and they don't feel that that change is to their benefit.
