Nope, completely different rendering. That's the old rendering. The tower looks very similar to that though. The block uses the same glass wall system for the top 5 floors as seen in that rendering but has a completely different base. This is the final design that was sent out to contractors (I have a friend who is on a contractor team for the project). And it wasn't a simple observation, I looked through the entire architectural plans (over 300 pages) but wasn't able to share them here because they were confidential. I knew the material was aluminum because that is what was specified on the drawings. And another description I had for the block portion was an upside down- organ like golden aluminum window wall. That's the best I can do short of a drawing.

Nope, completely different. Doesn't look at all like the first rendering. And I'm not sure when they will release the new renderings, although I have to assume it should be soon since they are the final ones.

The Hudson's site has work being done, but there are no released plans yet. And I would be really surprised if that site generates a 500 ft. tower, at least in the initial phase. Some type of podium structure, sure, but a tower is unlikely.

It sounds like a gray area for "under construction."

It's odd to start construction even below grade with a land use permit still in question. It's more typical to get staff approval, then go through an appeal period, then get the permit, which is solid unless there's fraud or something. You still need building permits but the basic "can I built this 680' tower" is done. The first building permit and a real start could quickly follow. Either Detroit has an odd process that allows wrenches to be thrown in late, or the developer jumped the gun, or the allegation is serious enough to question a permit already in hand.

They don't necessarily need building permits above-grade until they get there. If the process is fast (way faster than my city) it's conceivable that they're simply holding off to finish more design work, or delaying things until the appeal is over. That said, a building permit process can result in a lot of changes so cost is less clear until it's further along.

Permits are often phased. In my area it's pretty universal, because you can start shoring/excavation and maybe below-grade construction but still have months to work through design on the rest. That said, you'd file for all of the phases long before you start shoring, which is the typical "start."
