With how hot the real estate market is in the West Loop, it still puzzles me why they still haven't capped the Kennedy. It would be a net positive for everybody

Hmmm... How about this, do air rights and deck over two blocks with towers... Leave open two blocks to the sky and deck over the remainder with park landscaped greenspace? Breaking it up would help control cost and maybe use the air rights purchase by a developer to help fund the park deck

Probably because there's so many other higher priority roadway infrastructure projects that are in higher priority of project funding.....

IDOT would be the key decision-maker. When Steve Fifield tried to get a Kennedy cap built, IDOT clobbered the plan with FUD - terrorism, hazmat, fire safety, you name it.

IDOT won't even allow a small retail building on the existing Hubbard's Cave cap between Wayman and the Metra tracks. We'll see if they allow a private dog park on top of Hubbard's Cave for 354 N Union.

Basically, somebody needs to bring IDOT to heel, and the only person who can do that is the governor.

The last few years I’ve seen hazardous cargo / materials signage disappear from familiar tunneled interstates. I don’t know what that means if the risk was overstated or tunnel design was better than originally thought. Even just partial caps with air gaps and emergency stairs might reduce the amount of engineering.

I think you can mitigate some of the risk with a deluge sprinkler system for fires and jet fans for toxic spills. Denver just opened a new 1000' tunnel on I-70 that does not have hazmat restrictions.

The crazy thing is that IDOT has apparently never had any hazmat restrictions, in Chicago or elsewhere. Truckers can haul this type of dangerous cargo anywhere in the state, except a few routes in Rockford where the city stepped in.
