There's been something with a hill or something near their downtown, that sticks out in their landscape and looms over their city.
It's been seen and discussed many times on this forum.

It's not even a real mountain. Actual mountains are much taller, but they planted a cross somewhere up there and all, like it would be something sacred to them somehow.

They don't want any building to rise above the hill, but serious needs always end up more significant than that kind of feelings anyway.

I would expect their zoning and regulation to eventually change in that matter.
It would simply be natural.
