SAN JOSE – BART took a step farther to reaching downtown San Jose and Santa Clara Thursday when the Board of Directors of the Santa Clara Valley Transportation Authority unanimously approved the first major contract to building a BART extension into the heart of Silicon Valley.

VTA spokesperson Bernice Alaniz said Thursday the first contract package for the tunnel and trackwork, in the amount of $235 million, has been awarded to Kiewit Shea Traylor, a joint venture. It is a progressive design-build contract.

VTA is building the BART extension to Santa Clara County. The first phase of the extension brought trains to Milpitas and San Jose's Berryessa neighborhood in late 2019.

The second phase is a six-mile-long extension from the Berryessa BART Station to downtown San Jose and, ultimately, Santa Clara.

The contract approved Thursday will be carried out in stages, Alaniz said. It will include investigation of innovations, engineering and design, open book cost estimates and the work schedule.

The first stage of activities is anticipated to begin this month and last through approximately December 2023, setting the stage for major construction which includes boring the tunnel under downtown San Jose.

SAN JOSE — Demolition is underway at the site of an old downtown San Jose building where a green office tower could sprout and enable people to work in a garden.

Construction equipment and debris from the start of the demolition of the old Parkside Hall complex were visible this week on the site of an office tower that will feature a “green lung” and a series of gardens.

The new highrise is being called Park Habitat, an office and retail complex that will total 1.2 million square feet when it is completed. A “green lung” is slated to be the centerpiece of the environmentally friendly tower.

Park Habitat is being developed by an alliance of mega-developer Westbank, a real estate firm with a global reach; and local developer Urban Community, which is headed up by Gary Dillabough and Jeff Arrillaga.



The new green tower represents one of at least seven distinct projects that Westbank and Urban Community are planning as part of what the companies call their downtown San Jose campus. The projects include multiple office and residential towers.

“San Jose has emerged as the natural future hub for Silicon Valley,” Ian Gillespie, Westbank’s founder, said in comments in late April to announce that the Park Habitat tower was getting underway. “The ingredients needed for intelligent city-building have converged there.”

The 20-story tower will include 60,800 square feet of museum space to be used for the expansion of The Tech Interactive museum, as well as 11,700 square feet of ground-floor retail for restaurants and shops.

SAN JOSE — A historic former movie house in San Jose with a distinctive domed shape could make a debut with a new role under a very preliminary proposal that’s being floated at City Hall.

The revamp is being planned at the iconic Century 21 movie theater at 3161 Olsen Drive in San Jose, according to plans filed by Federal Realty Investment Trust, the developer and principal owner of the movie theater site, adjacent properties and the destination mixed-use village of Santana Row across the street.

“The proposed project is the renovation of the existing Century 21 theater,” Federal Realty stated in the proposal. “This project will include a seismic upgrade, new mechanical, electrical and plumbing systems, interior buildout, addition of skylights and the addition of an interior floor level.”

This is a very preliminary proposal that is being floated with San Jose officials and is a plan that might not necessarily become the actual development endeavor, officials with Federal Realty noted.



“We are starting a process to obtain approvals to bring the building into a condition where it may be considered for re-use in the future,” a spokesperson for Federal Realty stated in comments emailed to this news organization.

The precise nature of that eventual use for the movie house isn’t known at present, the real estate titan cautioned.

“We have no specific re-use plans for the building at this time,” the Federal Realty spokesperson said.

Still, the real estate firm described some possible future uses for the long-shuttered cinema complex, according to the proposal.

The renovations and upgrades will be conducted in a fashion to create plenty of flexibility for Federal Realty to choose a future role for the old building.



“The design team will include provisions to accommodate the ability to support office, kitchen, cafeteria, gym and small data center” uses, according to the filing.

The possible scenarios also envision a performing arts center or a restaurant.

“The project will renovate the existing structure and convert it into a three-story space by adding two floors within the dome above the ground floor,” Ryan Joyce Structural Design stated in a description of the project, according to the filing.

Federal Realty envisions a building with a bright, airy and well-lit interior, according to concepts that are included in the proposal.

SAN JOSE — A San Jose housing tower with hundreds of homes has received the city’s approval and could sprout a few blocks from Google’s proposed Downtown West transit village.

The housing highrise would add 263 apartment homes to a site at 860 W. San Carlos St., which is a short distance from the neighborhood Google intends to develop around Diridon Station.

The project is being jointly developed by two San Jose-based real estate firms, Swenson and Republic Urban Properties, and has now received the city entitlements that are required for the project to be built.

The newly approved residential project is the third of three housing complexes near the corner of West San Carlos Street and Sunol Street. Two of the three projects have been built on the site, which once was a Santa Clara Valley Transportation Authority (VTA) bus maintenance and storage yard.

The three housing developments were born in 2006 when Republic Urban and Swenson’s Green Valley Corp. were selected as the preferred builders for the three-phase project. The VTA sold the land for the three phases of the development to the real estate venture.

“We were able to work with VTA to maximize the potential of this site and convert a portion of it from bare, underutilized land to much-needed housing close to transit,” said Case Swenson, president of Swenson.

The 12-story tower, which once was a 14-story highrise but was subsequently redesigned, will include 38 studio units, 19 junior one-bedroom units, 146 regular one-bedroom units, and 60 two-bedroom units, according to the Swenson firm.

If three residential projects take off as anticipated, they could go a long way to create a more lively corridor along West San Carlos Street between downtown San Jose and the two mega malls to the west, Westfield Valley Fair and Santana Row.

SAN JOSE — Google is edging closer to the launch of its development of a new downtown San Jose neighborhood by moving to complete land transfers for parcels dating back to the mid-19th century.

The properties in question are near an old bakery and telephone company building on the western edges of downtown, according to documents on file with the Santa Clara County Superior Court.

Google and San Jose are working together through litigation they filed to ensure that ownership of the remnants of some small parcels within the development footprint of Google’s future transit village in the area are all transferred by court order to the search giant and the city.

“We’re working with the city of San Jose on a land transfer process,” a Google spokesperson said.

Google’s new transit-oriented neighborhood, known as Downtown West, is expected to create offices, homes, shops, restaurants, hotels, cultural loops, entertainment centers and open spaces in an area long occupied by low-slung industrial buildings.

El Paseo de Saratoga has been approved by the San Jose City Council. The project would bring new density to an area defined by suburban sprawl along Santa Clara County’s western edge. Constructions will replace a portion of a strip mall with nearly a thousand new homes, offices, and a new Whole Foods grocery store at 1312 El Paseo de Saratoga and 1777 Saratoga Avenue. Sand Hill Property is the project developer.

Sand Hill Property’s master plan spans 10.76-acres across a portion of the 33.48-acre El Paseo Shopping Center and some adjacent land. The four buildings will yield a total of 1.56 million square feet, with 1.15 million square feet for 994 housing units, 165,950 square feet of commercial space, and a quarter-million square feet for parking. The overall site will offer 1,944 total parking spaces. Part of the retail area will include 43,000 square feet for the new Whole Foods.

Of the project’s 994 homes to be built, 150 will be designated as affordable housing.

Buildings will rise to pinnacles between nine to twelve stories tall, though overall massing will be shaped to respect the low-rise nature of its immediate neighbors. The design is a collaboration by KTGY and Kenneth Rodrigues & Partners.

KTGY’s principal, Jessica Musick, states about the project that “the design is heavily focused on driving connection and walkability, with specific attention to the placement of the buildings.” Musick goes on to share that “the towers are grouped to create a circulation path accessible to a community park and revolving around a pedestrian-centric main drive easily zoned for farmers’ markets or food trucks.”

The Draft Environmental Impact Report has been published for the Energy Hub Tower, designed by Bjarke Ingels Group for Downtown San Jose. The proposal aims to create nearly two hundred homes, offices, retail, and public open space all inside a 21-story pants-shaped building. The proposal is part of the Westbank Campus for San Jose, developed in partnership with Urban Community.

The EIR is drafted for the purposes of CEQA to identify potentially significant environmental impacts from the proposal and offer enforceable mitigation measures. For the Energy Hub Tower, the document highlights the project’s potential effects on air quality, biological, cultural resources (historic and archeological resources), hazardous materials, and noise.

The updated plans provide modified floor areas. From nearly three-quarters of a million square feet, the building will include 368,090 square feet for offices, 268,900 square feet for housing, 30,790 square feet for retail, and parking for 289 parking spaces. Parking will be included in a four-story garage stretching from ground level through three basement floors.

Though the measurements are reduced from the initial plans, the project will still include 194 homes. Units will range from one-bedrooms to three-bedrooms. Residential amenities will have access to a shared study room and lounge on the 11th floor. The second level features a gymnasium with two-story high ceilings.

Construction work is moving fast for 200 Park Avenue, a 19-story office tower rising in Downtown San Jose. The project topped out in late January, and now facade installation is six floors away from the peak, showcasing the metallic carved design by Gensler. The project developer is the Jay Paul Company.

The roughly 300-foot tall building will soon produce 1.35 million square feet of floor area from the 1.7-acre site, with 840,000 square feet of rentable office space and over half a million square feet of parking space from the fourth floor down to four stories below ground. At ground level, 2,000 square feet will be occupied by commercial retail.

A recent site visit by YIMBY has shown that Adobe North Tower’s facade has been fully installed in a highly-visible location for pedestrians coming from Diridon Station or drivers along Highway 87. The 18-story structure at 333 West San Fernando Street is the newest tower in Adobe’s downtown San Jose campus. Gensler is the project architect.

SAN JOSE — A residential complex near downtown San Jose that would consist of scores of affordable homes is slated to begin construction within weeks now that the project has navigated past some key milestones.

Roosevelt Park Apartments should start construction within weeks and is expected to be completed two years after that, according to Geoffrey Morgan, president and chief executive officer of First Community Housing, the project’s developer.

“We are very excited to be getting started,” Morgan said. “We’ll be able to start in a matter of weeks.”

The project, which is located at 21 N. 21st St. in the Roosevelt Park district of San Jose just east of the city’s downtown, will consist of 80 affordable homes.

The proposed development would be near a stretch of East Santa Clara Street that’s between two future BART stations that will be built in San Jose. One proposed BART stop is the 28th Street/Little Portugal station and the other is the Downtown San Jose station.

“This is a good site for affordable housing,” said Bob Staedler, principal executive with Silicon Valley Synergy, a land-use consultancy. “It’s near transit, near BART.”

The total development costs for the project, including the construction loan, permit expenditures and other items: $80 million, Morgan estimated.

Of the 80 affordable units, 40 will be set aside for individuals and families who earn up to 50% of the area median income. In 2020, the median household income was $117,300 a year in the San Jose metro area, according to the U.S. Census Bureau.

The remaining 40 units are expected to include 20 residences for permanent supportive housing to address the needs of chronically homeless people and 20 residences for rapid rehousing to address the needs of people who might become homeless on a sporadic basis.

The eight-story building will include office and commercial space on the top level. First Community Housing is considering a plan to move its main offices into the top-level commercial space. The complex is also expected to include an array of common or gathering areas, according to a description of the project that’s posted on the First Community Housing website.

The common areas will include the property manager and social service coordinator’s offices, private rooms for case managers, large and small meeting spaces, a computer lab, open lounge and seating areas and a central laundry facility.

“A large outdoor space on top of the garage podium can accommodate a children’s play area, community garden plots and seating,” the post on the housing organization’s website states.
