There's nothing coherent about that massing, but it works fine. And those apartments are unbelievable, because the odd massing creates terraces (not balconies) and gardens.
This building has much bigger problems than its massing. It's just bad PoMo.

I think New York has a lot more terraces in high-end residences, but there are still some in Chicago. For example, in the Neapolitan (1212 N Wells), the penthouse has a southern terrace and a west terrace that are quite stunning. I had the pleasure of attending a cocktail party there once when the wife of the couple who owned it was the Swedish consul in Chicago (married to some banker, which is how it was afforded - I'm sure the Swedish consul is well-paid, but probably not well enough to afford that sort of residence in by Chicago's relatively affordable real estate market).
