It depends. There are a few different permit types the city (of Toronto) can issue. For smaller projects, it's obviously a little more straightforward often resulting in a "building permit" that can be a catch all for the project.

For this - and I'm not familiar with the project's particulars - there may have been a foundation permit as well as other conditional permits that do not include above grade construction in their scope, necessitating a separate permit to continue.

Yup. Typically a large condo in Toronto gets 3 major permits - excavation, below grade, and above grade.

Excavation doesn't need any approvals to get issued - it's typically called "soil remediation" to bypass the need for a Site Plan agreement.

Below grade needs an agreement in principle for the site plan approval - even if technical clearances haven't been satisfied.

Above grade needs zoning to happen, as zoning only regulates structures above grade. That's what's been holding this up as even though it's approved with conditions they hadn't cleared all their conditions for the zoning by-law amendment to come into law.

Hopefully this hints of the structural steel’s arrival soon. The 4 yellow supports lying on-site will be vertical, presumably to support the 45 degree angled steel from the super columns.

5 1/2 years along and we're at street level now

I hope I live long enough to see this thing top out but I doubt it

Lol.. I've been On Hold with the moderators about the thread title ;-) As koops mentioned it has been u/c for 3 years, reached grade and is waiting for its first structural steel, as the pic above from a day ago demonstrates.

This is one of the supports, sitting between the two cranes, that I believe will hold up angled steel for the lower floor.

Pardon the ignorance on my end - are these part of the final structure? Is this not concrete and rebar? Will it be a steel frame construction?

Yes the tower is structural steel. There are 8 super-columns for vertical steel and the angled steel you see is for the lower floor (see the bottom of the render below). Cheers.
