Mixed-Use Building Coming to 12th & Washington

Bill would limit urban 'McMansions'

City Councilman Mark Squilla introduced a bill on Thursday that would prohibit single-family housing in areas zoned CMX-3, which is intended to be a relatively high-density commercial mixed-use zoning classification.

The mix of uses permitted in the CMX-3 zone were intended to create dense, vibrant commercial areas. What’s happened instead, in some cases, is that developers have taken advantage of the liberal dimensional standards of the classification—looser height limits, for example—to build extra-large single-family homes.

Squilla’s goal is to close that loophole.

“The intent of it was to allow a residential use in a CMX-3 building, that was the intent when the code was passed,” Squilla said on Thursday. “What had happened is people were actually, in areas where we thought we would have mixed-use commercial and residential, were just building single-family homes in a CMX-3 zoned area, which wasn’t the intent.”

I just walked past this the other day. It's going to look so different when this is done. There are still tons of surface parking lots flanking Broad street in this area, especially on the east side. More development is needed south of Spring Garden, east of Broad. Lots of underused lots, decrepit buildings and homeless folks hanging out in a place they wont be bothered. The block where the new Marriott hotel is supposed to be locating on 13th street is in bad shape as well.

NOOOO... My whole motivation for becoming rich was to flaunt my dominance to the lower class by building a huge 3 lot wide Mansion in a densely packed urban core....We need to impeach Squilla.

This is stupid. If the purpose of CMX-3 is to create vibrant commercial corridors, there are other ways to do it.

- Upzone CMX-3 to the next density level in exchange for ground floor retail
- Change all CMX-3 to CMX-2 and then upzone to CMX-3 in exchange for ground floor retail.
- Prohibit ground floor garages

These are all top notch suggestions. I don't mind first floor garages if they are rear accessed though, so I'd let that slide.

I think the rear access is key. Capitol Hill in DC is full of townhouses with garages, but they're all accessible via rear alley. It makes for a very interesting urban form (and some fun exploring too).

Good news but an excellent example of why zoning/development matters needs to be put in professional hands and as far out of reach as city council's grubby hands as possible. Those boneheads are truly clueless.

Nice. I'm surprised the E. Passyunk area doesn't get more projects like this with all the high-end dining and shopping. Probably NIMBYs fault.
And I love the Broad and Callowhill project. That area is sort of depressing right now. Isn't the project called Hanover or something? And is it one building on each side of Broad? I remember seeing basic renderings somewhere, but unfortunately there isn't much info about the project.
