Exactly it would make sense that the 4th and 5th largest metros in the U.S., respectively, would be more cosmopolitan than the 41st largest. The overall culture is still the same. A more similar comparison to OKC would be Fort Worth. Tulsa is less like the Texas cities and more similar to the Midwestern river cities but has some elements of Austin (arts and music scene, hilly terrain, nearby lakes, etc)
