It's gonna be odd to see the angle of this on the skyline.

Couldn't they have kept the the baseparallel to the street and re-oriented the tower portion in keeping with the street grid, i.e. beginning with the intersection of Ann St. and Theatre Alley to Beekman?

Might be zoning code related. NY has some odd set back requirements from the street which they should get rid of.

Well, since Park Row is at an angle relative to the rest of the grid around it, I'm pondering why they didn't make the base of the tower parallel to the street and do to the tower portion something similar to 1250 Broadway.

(I couldn't find a pic to illustrate)

20 Exchange Place further Downtown kinda does this, too; but perhaps more so by necessity.

It would make for better alignment with the surrounding high-rises.

That seems like a silly constraint. Why would it be necessary to align the tower with a grid it is not located on? Not only that it would probably represent a loss sq ft on the same site. None of that makes any sense.

The "Grid" Down there isn't much of a grid, that street grid turns after 2 blocks. All of the downtown streets are a sloppy mess (in a good way). And it's much better that its following park Row and city hall. That is THE major street. Park row is formerly the Bowery and is New York's very first thoroughfare dating back to Native American times.

Or think of it this way, if the building did as you said, and aligned to the alley behind the building, then then there would be a huge blank wall on the park row building. That would be dreadful.

An even simpler explanation is that the awkward geometry of the site means that there are like 2 building arrangements that work for residential layouts, because zoning requires you to provide a residential rear yard equivalent. You can do what they did, or you can squeeze a more narrow tower towards the center of the block. That's pretty much it.
