I'd have to agree with you...so long as there is a lot of glass err effort to create aesthetically-pleasing and sustainable design.

Yep! Covid cases are still high in Manila, so they are still limiting the number of people inside the store. But it looks rather pointless since there's no social distancing in that queue!

What is the tallest observation tower/level/floor there?

I'm not really sure, but I'll let you know once I find out! My guess is, the highest publicly accessible floor is the restaurant called 'The Peak' at Grand Hyatt Manila, the tallest tower in the Philippines.
