The same month that demolition work started for the state’s tallest mass timber tower, oWow revealed renderings for the second phase of construction on the same block. 1523 Harrison Street is set to be developed with an identically-tall timber tower. The proposal would replace a nearly half-acre surface parking lot with 269 homes in Downtown Oakland.






oWow, the developer and architect, purchased the 0.48-acre surface parking lot in March of this year for $9.3 million. An application has not yet been filed to the city, though the developer expects the first plans may be filed by next month. The building is set to rise next to 1510 Webster Street.

Unremarkable project overall but some nice infill in a corner of downtown that needs it.

^ Yeah, not particularly beautiful but hopefully it gets built as we need more housing. It looks like it also has pretty good street level interaction as well. And I'm glad they're not going with the typical podium tower type design at least.

Demolition permits have been filed for five structures ahead of construction for 2929 Broadway on Pill Hill, Oakland. The 0.93-acre site will be replaced with a seven-story apartment complex to be named Ambrose. Martin Group is the project developer, with development permits approved just over a month ago.

The 81-foot tall structure will yield around 230,560 square feet with 141,660 square feet for housing, 24,830 square feet for the 100-car garage, 33,060 square feet for amenities, and around 2,000 square feet for retail. Additional parking will be included in a 1,040-square-foot space for 113 bicycles.

Demolition permits were filed for five single-story commercial structures partially occupied by a Mercedes-Benz dealership. The properties include 2924 Webster Street, 340 28th Street, 2901, 2919, and 2927 Broadway.

Of the 220 units, there will be 197 market-rate units and 23 very-low-income units. Unit sizes will vary between studios, one bedrooms, and two bedrooms. The proposal now uses the State Density Bonus law’s 50 percent bonus and seeks waivers for open space and rear yard setback requirements to ensure property density.

BART Board Approves Lake Merritt Development, Oakland

The BART Board of Directors has voted to approve plans for the Lake Merritt Transit-Oriented Development in Downtown Oakland. The approval is a significant step towards reshaping two low-rise lots with two towers and two mid-density buildings containing affordable and market-rate housing and offices. The Board President, Rebecca Saltzman, says construction will start in 2024.

San Francisco-based Strada Investment Group and the Oakland-based East Bay Asian Local Development Corporation are responsible through a joint venture. The first phase of development will include the mostly market-rate apartment building.

Work will start with Block One Building A, or 51 9th Street. The 28-story tower will yield around 385,000 with 360 apartments, retail, and a 105-car garage. Unit sizes will vary, with 108 studios, 180 one-bedrooms, and 72 two-bedrooms. There will be 36 affordable units. The second structure on Block 1 will be a 97-unit affordable senior housing infill. The public space will be improved with a public paseo and a central plaza around the new Lake Merritt BART Station. The master plan includes parking for 408 cars and 250 bicycles.

Phase two of construction will start on the second block at 107 8th Street after phase one is complete. There will be two structures and site improvements. The most prominent addition is the 19-story office tower with a roof height of 275 feet and a 495,333 square foot capacity. Next to the offices will be a seven-story affordable housing infill with 100 homes and a daycare facility.

Development permits have been filed for several infill projects. Overall pretty nice, neighborhood scaled, pedestrian and transit oriented developments, although I do think the one by Lake Merritt should've gone at least double or triple the height given its location.

Crews have successfully completed a 600 cubic yard concrete matt pour for 2359 Harrison Street, the future site of a 16-story mixed-use complex in Northgate-Waverly, Oakland. Once complete, the project will add 328 new homes and 13,200 square feet of retail to the 24th and Waverly intersection. Holland Partner Group is responsible for the development.



The project will rise to 178 feet tall with 415,800 square feet of floor area. The structure will feature 234,400 square feet for residential use, 13,200 square feet for retail, and 87,400 square feet for the 215-car parking capacity. Additional parking will be included for 165 bicycles.

Of the 328 dwelling units, fifteen units will be designed as low-income. A new ground-floor plaza will span approximately 6,800 square feet. Residential amenities include the fitness center, dog run, public plaza, and open-air deck.

The project is slated to replace a surface parking lot on the site.

RAD Urban is responsible for the development.

The project site spans an area of 6,000 square feet. Named R2, the eight-story apartment building will consist of 38 houses. The building will yield 34,870 square feet of residential space utilized for 38 apartments, all of which are one-bedrooms. The first floor will include three houses, with the remaining seven levels offering five. The primary amenity is a landscaped 1,050 square foot backyard patio.

Three residences will be marketed as affordable housing available to households making up to 50% of the area’s median income.

The building will rise to a height of 93 feet, spanning an area of 4,050 square feet. Renderings reveal a facade clad in aluminum panels with floor-to-ceiling windows. The bottom two levels are wrapped with a rust color panel, while the top six floors are clad with black and white panels. At the street level, the project will include a planter to provide greenery and some privacy for the three ground-level residences.

The City of Oakland has approved plans for the seven-story proposal at 2301 Telegraph Avenue in Northgate, Oakland. The unique mixed-use project aims to create a new community anchor for the neighborhood with affordable housing, retail, offices, and a performance center. Parcel Projects and McCormack Baron Salazar are jointly responsible for the development.

The 78-foot tall structure will yield 43,700 square feet, of which 4,970 square feet will be for retail. Of the 58 units, half will be dedicated to Transitional Age Youth, and one will be dedicated to an on-site manager. Apartment sizes will range from studios to one and two bedrooms. Mithun and Parcel Projects will be collaborating for the architectural design.

The first floor will include a cafe, bookstore, and performance center at the corner of Telegraph Avenue and 23rd Street, managed by the Nomadic Project. An art programming room will offer event space on the second half of the first floor.

The second floor will include a semi-public deck offering visitors seating with fresh air and city views. The rest of the floor will offer workshops, classes, a gallery space for arts, and offices for property management and supportive services. The art spaces will be run by community-based arts organizations based on-site or elsewhere in Oakland.

Samuel Merritt University has secured a $139 million bond for constructing their proposed ten-story central campus at 525 12th Street in Downtown Oakland, Alameda County. Along with the bond, SMU is investing $120 million. The over quarter billion dollar investment keeps SMU on schedule for groundbreaking later this year, having received approval in November. Strada is the project developer.

The funding was issued by the California Municipal Finance Authority, with Barclays and Prager underwriting the bond. SMU’s Executive Vice President and Treasurer, Dave Lawlor, said of the news, “the new campus will bring the most advanced capabilities to health science education, including the quadrupling of our sophisticated simulation space. This is all geared toward educating the best practitioners for the coming decade as we combat a critical shortage of trained healthcare professionals.”

The project site is a vacant 0.86-acre lot in the city center. The new campus building will span an area of 237,629 square feet. The new building will feature 20 classrooms, various specialty laboratories, workspaces, and collaboration rooms. The labs will be able to host classes on anatomy, physical therapy, occupational therapy, and podiatric medicine labs. A 41,000-square-foot Health Sciences Simulation Center will occupy three floors.

SMU is a 114-year-old private health sciences university with over two thousand students. The non-profit institution was founded as a nursing school and has since expanded to offer degrees for occupational and physical therapists, physician assistants, and podiatric physicians. SMU is based in Oakland, with additional facilities in Fresno, Sacramento, and San Mateo.

525 12th Street is located in the heart of the city, beside the 12th Street Oakland BART Station. The property abuts 1150 Clay Street, a 288-unit residential infill by Strada.

Construction is expected to start by May this year, with students welcomed by 2026. The construction finance was secured in December, one month after city approval, and announced by the university earlier this month.

I wonder if they will approve both entitlements or just the housing option. Even if they approve both, I would prefer the residential proposal for multiple reasons.

- Need for more housing
- Low office space demand
- The residential proposal looks better

The Oakland Planning Commission is scheduled to review the two project plans for 1431 Franklin Street in Downtown Oakland, Alameda County. The property, less than half an acre, could produce nearly half a million square feet of office space or 381 new homes. For now, Tidewater Capital is pursuing entitlements for both versions, each with a different design.

The 413-foot-tall residential iteration will yield around 501,060 square feet, with 421,060 square feet for housing and 80,010 square feet for the 167-car garage. Unit sizes will vary, with 64 studios, 148 one-bedrooms, 150 two-bedrooms, and 19 three-bedrooms. Bicycle parking will be included for just 116 bicycles. The application uses the State Density Bonus program, increasing the site’s residential base density of 212 units to 381 apartments.

The 410-foot tall office version will yield around 488,500 square feet, with 419,480 square feet for offices and 69,020 square feet for the 100-car garage and parking for 63 bicycles. The 27-story building will incorporate taller ceilings.

LARGE Architecture is responsible for the design. Both versions will be clad with beige brick veneer and bronze metal fins. The stepped residential tower will have three wrapped terraces, one for the shared amenities and two private terraces. Both versions sits on top of a four-story podium base, filled with a three-story ceiling lobby and three levels of parking. The vertical fins will extend all the way to the rooftop. A terrace cutout will offer an amenity space on the 22nd floor. A glassy mechanical screen will cap a south-elevation massing with smaller windows.

A preliminary zoning worksheet application has been filed for a 39-story residential tower at 2044 Franklin Street in Downtown Oakland, Alameda County. The filing provides little information about the project, including unit count or architect. R2 Building, staffed by many of the same people as the form property owner and now-defunct modular construction firm, RAD Urban, is the project applicant.

When reached for comment, a representative for R2 Building told YIMBY that the “preliminary SB 330 application was recently submitted. We do not have any comment to add at this time….”

Plans for 2044 Franklin Street have been cycling through the city’s planning department since at least 2016, when Roland Li reported for the San Francisco Business Times that RAD Urban proposed a 40-story modular tower at 2044 Franklin Street and a 28-story infill at 1433 Webster Street, both using modular construction.

In 2017 plans for 2044 Franklin was downsized to 29 floors with 184 units, including five townhome-style units in a podium building, 5,000 square feet of retail, and 60,000 square feet of open space. The project was reduced in height again in 2018 to 22 floors, but with 357 small units. Plans for 1433 Webster Street were to rise 29 floors with 179 apartments above 60,000 square feet of commercial office space and 1,130 square feet of retail.

Updates on Oakland's 3 under construction tower projects:

1950 Broadway (39 floors/395ft): looks just about topped out, with facade installation most of the way up. It's looking quite prominent on the skyline from a lot of angles.







1510 Webster (19 floors/187ft): As Homebucket shared in the project thread, foundation pour has begun, and I spy a crane base.






2359 Harrison (16 floors/178ft): Up to the third floor, construction remaining active. Feels like this one has been slow to rise so far.

Also note Vespr is complete across the street, with a pretty nice street presence on the corner.
