If your neighbours are burning garbage in the fire pit that is a breach of the contract they signed to get the fire permit to operate the fire pit. (It is also a violation of local and provincial laws regarding waste disposal and pollution.) Call the city by-laws office (or the non-emergency line for your local fire station) and have them investigate. Most likely the permit will be revoked, and if you see them doing it again, report them again.
The people I know who have fire pits use them for cooking a lot so they never burn anything that might be toxic or treated with chemicals. You may also be confusing the fire pit with a bon fire lit illegally in a back yard, in which case you can report that to the city's by-law enforcement department as it is a chargeable offense. (At least in Thunder Bay.)
At least, that what I would do. I'm amazed I have to explain how to report by-law violations to you.
