The foundations are already in the ground from the 1970s, the building can't go taller than what the existing foundations allow. It was originally planned to be a medium-sized hotel in Phase 2 of River Plaza, but never got built. To go taller now, Belgravia would have to tear down the parking garage of 405 N Wabash to put in bigger foundations, which will never happen since the building is condos.
People need to realize that not every site can have a supertall, even setting NIMBYs aside, this is a complex city with lots of infrastructure, historical agreements/contracts, etc that have built up over the years and not every downtown site will be suitable to build tall for various reasons.
At Renelle, I'm just glad the oversized car turnaround/flowerbed will go away and we can fill a hole in the streetscape on Wabash.
