No, it does not. But if I were to use your argument, you could use it against anything. Do we really need supertall buildings at all? Not really. Do we need megatalls? Hardly. But all of the towers you mentioned have a purpose, as does this one. It doesn't really need to be a thousand foot tower, but the point is tot get the observation deck - a proven moneymaker in New York. The hotel alone doesn't need to be that height.
