Generally, there's not any restrictions of flying drones around high rise buildings.
The most important FAA restrictions are around airports and military bases. Probably self explanatory as to why those are considered very serious.
Local and regional municipalities can make their own restrictions that probably follow in line with typical local ordinances.
For Detroit, the proximity to City Airport actually creates a 400 foot ceiling limit over most of Midtown. Downtown proper is unrestricted as far as FAA concerns go.
Obviously if someone's drone lands on private property then that's trespassing.
