Rockrose begins process to build Hudson Yards tower
Company starts land-use process for office/resi building that could be as big as 1.4M sf

Representatives for the development firm filed applications this week to begin the city’s months-long land-use review process for the site, which covers half of a city block east of 11th Avenue between 38th and 39th streets.

The site, with an address of 555 West 38th Street, is zoned for roughly half a million square feet as-of-right. But by paying into a pair of funds set up to finance public infrastructure improvements — such as the Hudson Park and Boulevard planned to extend to the edge of Rockrose’s property — the company can boost its overall square footage to 1.4 million square feet.

Rockrose began piecing the assemblage together in 2001. It’s not clear what exactly the project would entail. Representatives for the company could not immediately be reached for comment.

The proposed tower is just the latest addition to the blocks between 10th and 11th avenues north of the Related Companies’ Hudson Yards mega-site, which the city has planned for a mix of hotels, offices and apartment towers.
Rockrose’s property sits just north of 38th Street across from a site owned by Kuafu Properties, which plans to develop a 47-story hotel/condominium tower.

Just to the east, Michael Fascitelli’s Imperial Companies is currently building a 222-unit rental tower at 509 West 38th Street.

Eliot Spitzer is planning to include some 300,000 square feet of office space at his site on the corner of 10th Avenue and 35th Street.

And Long Island-based developer Lalezarian Properties filed plans over the summer indicating the company is looking to erect a 250-unit, 330,000 square-foot building between west of Tenth Avenue between 36th and 37th Streets.

The site is where Verizon cars are parked. If I had some money, I would buy a mid-west Manhattan lot. The area looks run down at the moment but this is a gold mine. Whomever buys lot here is guaranteed to double or triple his investment in the next 5-10 years.

That lot is directly above Lincoln Tunnel entrance. Building a tower there would take engineering complexity few levels up above that of Hudson Yards.

That site is between this one and Silverstein's site. It's also zoned for a tower...

Also, that lot size isn't that big for its 736,000 sf. I don't know who owns that site, but with potential development taking shape on either side, it shouldn't take too long before we hear something.

Rockrose Files Permits For 52-Story Tower At 555 West 38th Street In Hudson Yards

The proposed 565-foot tall structure will yield 467,000 square feet within, with 402,200 square feet dedicated to residential use, and 1,640 square feet for ground floor retail. 598 apartments would be created, averaging 780 square feet apiece, with rentals likely.

Residents will benefit from a lobby, amenities lounge, storage, laundry, and bicycle storage on the ground, fourth, and fifth floors. Other amenities will include a fitness center on the 32nd floor, squash court, golf simulator, and an indoor lounge connected to an open roof terrace on the 33rd floor.

SLCE Architects is listed as responsible for the design.

This permit is in accordance with the as-of-right zoning, but according to The Real Deal, there is the option to increase scale through funding of the public infrastructure improvements like Hudson Park and Boulevard that’s going to extend up to 555 West 38th Street. This could add as much as 1 million more square feet in the form of an office tower, with plans still in the works for its design.

The lot is currently vacant, meaning construction can start as soon as permits are approved. The estimated completion date has not been announced.

Excavation Set To Begin For Pelli Clarke Pelli-Designed Skyscraper At 555 West 38th Street In Hudson Yards

New photos show the current state of the site, which used to be occupied by an open-air parking lot.

A preliminary massing of the superstructure is seen on the construction fence. The bulk of 555 West 38th Street will rise up from street level in large, relatively rectangular-shaped floor plates, with a setback at the halfway mark. A chamfered edge down the centerline of the structure gives it the appearance of two distinct towers rising up from a shared podium.

The location of the project will give future residents wide, unobstructed views up and down the Hudson River. Though it won’t qualify as a supertall, the skyscraper will certainly contribute to the density of the Hudson Yards skyline.

A completion date for 555 West 38th Street is posted and anticipated for the fall of 2022.

Rockrose lands $255M in financing for Hudson Yards project

The firm, led by Henry Elghanayan and son Justin Elghanayan, began assembling the West Side site nearly 20 years ago. The plot’s zoning allowed for a building spanning 500,000 square feet as-of-right, but in 2012 the developer struck a deal to pay into funds to finance public infrastructure improvements in exchange for additional square footage. The master plan will total 1.6 million square feet.

In 2018, Rockrose filed plans to build the first part of the development, including a 600-unit residential tower at the West 38th Street site. The 400,000-square foot, 51-story tower would be designed by Pelli Clarke Pelli Architects. The second phase of the development would include a 1.2 million-square-foot office tower. Plans for an office tower have not yet been submitted.
