While rates vary widely between cities everywhere......

Montreal's major crime rate is actually higher than Toronto's.

But Toronto's homicide rate is higher.

This is from McLean's in 2020:

Montreal is 75, Toronto is 66.

Toronto's violent crime rate is also higher.

But on the other hand is a lot less than say Winnipeg.

Likewise, Chicago is a good deal more violent in terms of homicides per capita than is NYC.

As to the 'why'.....

I'd only be taking a guess.........but it would probably be this.

1) Montreal was worse than Toronto as the height of the biker gang wars, when bombs were going off, sometimes maiming or killing by-standers.

Police in Quebec cracked down on organized crime in an unprecedented way that probably made both an absolute dent; but also create more of a culture of 'don't draw heat' among serious criminals in Montreal.

2) Fewer firearms; Quebec retained the gun registry; I also suspect its U.S. border crossings and less opportune for smuggling.

3) More generous social state. From daycare to greater access to prescriptions/dental, to lower tuitions.

4) I wonder if French forms more of a barrier to mixing with U.S. criminal groups?

5) Finally, and not a small one; a whole lot more police. In 2019 Montreal had almost 40% more police per capita vs Toronto.

I don't think Montreal's homicide rate is in the range of 3 times less than that of Toronto.

Toronto city proper has almost 1 million more people than Montreal island, so relative to population the rate is probably just over double in Toronto. At least at the moment.

Note that Ottawa has almost exactly half of Montreal island's population, with about the same number of murders.

So Ottawa's murder rate per 100,000 will be double Montreal's as well.

It's a controversial practice (it's even controversial to mention it on SSP) but contrary to police in Ontario, police in Montreal have never stopped "carding" and other more proactive approaches to policing.

In Ontario these were banned by the previous Wynne government, and in spite of rumblings from the Ford government, things have not really changed since the Tories took over.

That said, there is a lot of talk and even pressure to eliminate these procedures in Montreal as well, and there have even been steps taken to move the city police (SPVM) in that direction (with the support of mayor Valérie Plante) but so far I don't think things have changed that much.

Plante's political party (we have municipal parties in Quebec) has even floated a proposal to disarm SPVM officers. Not sure how far that will get though.

They discussed about the possibility of disarming some police officers, if it made sense in some situations, as part of a pilot project.

Montreal jumped by three murders last evening in a single shooting incident (five people shot in total) in Rivière-des-Prairies, which is the NE part of the island.

Statesman article says Austin now at 50 homicides.

I saw that. Homicides is counting both murders and justified/self defense killings. I think they also count police involved shootings if I'm not mistaken.

And Portland adds yet another murder after a shooting on a crowded city bus in the afternoon, with no arrests reported yet:

That makes 55 cases thus far.

Edit: 56 cases, since a case from earlier in the year was classified as a homicide. These are homicides, not 'murders.' The number of these homicide cases determined to be murders is around 50 so far.

I'm not sure what their July totals are since I haven't been following their murders for a few years now, and they also haven't updated for July and August on SAPD's crime report page, but up to June so far, they've had 74 murders. Over the last 10 years, San Antonio has seen between 72 and 149 murders annually.

However, there have been 8 murders in the last 10 days, so that number might be higher.

3 of those 17 were one incident with 5 shot/3 dead. Someone emptied their magazine into a living room window. Some Chicago shit.
