well this isn't a building permit so perhaps they will hold off on that step until lease is signed.

It's just a weird video, like a bot made it and the "news" website is a Taiwanese one. I think that's what he meant, maybe.

Indeed, but mostly the inaccuracy of the renders in the video. The proposed buildings were put through a bizarro world filter and the stuck into a random cityscape.

It is highly likely the shorter one comes first because of its residential component. The resi market is strong and financing is likely easier to come by, so it doesn't have the same liability or pre-leasing requirements of a fully non-residential building. I think that while they'd ideally work on them in tandem, we'll probably see a significant head start on the part of the smaller tower (with the permanent caveat of, "unless they land a significant anchor tenant we don't yet know about").

When the latest renderings were released in late August wasn't there a quote that implied serious negotiations with an anchor tenant.

I have a gut feeling they have an anchor tenant for it. My guess is some new company formed in the biotech space.
