That's a huge reason why SF has tons of homeless.

They attract them and then when they arrive in the city, they're coddled, allow open drug use in public, and don't prosecute thefts under $950 in value, so the result is the population increases, and the homeless issue isn't solved, it gets worse, requiring more money budgeted toward the issue.

^Wow, that is a long run-on sentence.

Unfortunately you’re 100% correct. It’s an industry with a lot of money being thrown at it, with very few results.

As long as we continue to turn a blind eye running up $700K per single unit of homeless housing, a billion goes fast.
