It is interesting as the rental apartments are well under construction with the first building looking close to hitting its max hit.

There also appears to be a residential style building under construction on what was previously identified as a future hotel site. The construction could be a hotel as an apartment and a hotel look fairly similar externally when at the construction stage.

Hearing rumblings that the building on Donald and St. Mary is halted because developer went bankrupt? Any confirmation on that?

Quick update its still on.

Looking the APR 25 City Center Community Committee minutes, the lawyers for the developer are asking for an extension of time from the city to start work due to an unexpected delay in finalizing the registration of the development with land titles.

It is something to do with encumbrances requiring a partial discharge on lands being needed for the new public right of ways. They have just received the discharges but by the time things move thru land titles the zoning may expire without the extension.

^ Great news thanks for the update, I am really looking forward to 634 Portage and will put myself on photo duty whenever it happens, it’s in my ‘hood.

Hey the City approved the 3 big apartment blocks at Northgate Mall today, woo hoo. Fuck the NIMBYs and their traffic bullshit.

Winnipeg City Council will allow a new residential development at the Northgate Shopping Centre, despite neighbours’ objections.

On Wednesday, the appeal committee rejected an appeal against the project, which council approved in February.

“This is going to (have) a big impact for (the opposing residents) but… we’re trying to have a vision of the city. We are looking at infill and where that should be and this is a corridor that I think is a great space for it,” said Coun. Cindy Gilroy.

The development proposes to add three apartment buildings, with 204 housing units, and preserve the shopping centre.

“Just having all the amenities right there… this is really, really great. That’s what I’d like to see at Portage Place, where you have all these amenities and people that live there can (easily) use those amenities,” said Gilroy.

Meanwhile, multiple neighbours of the 1399 McPhillips St. site launched an appeal to try to stop the project over concerns it would increase traffic congestion, parking woes and road safety hazards.

“A previous redevelopment at Northgate has caused havoc in the area with inadequate parking and poor traffic flow through the mall area … this is only making the existing problem even larger,” said Allison LaBelle.

LaBelle said the development would exacerbate the lack of parking, noting the plan calls for some parking stalls to be shared by shoppers and residents. It would also add traffic to routes that at times see 18 to 20 cars pass by in just five minutes, she said.

“These residential apartment (buildings) are too big… double and triple the size that they should be … To do right by our community, the project should be stopped,” said LaBelle.

The plans call for the construction of three buildings — nine, seven and six storeys tall — with variances reducing the minimum yard space required around them.

Coun. Brian Mayes joined Gilroy to vote in favour of the project, while appeal committee councillors Ross Eadie and Vivian Santos couldn’t participate in the hearing because they took part in a previous one on the matter.

Mayes said he felt the large lot is suitable for infill and the size of the project is reasonable.

Mayor Scott Gillingham expressed support for the development in a letter to appeal committee members on Wednesday, which argues “projects like this one are critical to the city’s future.”

“This is going to (have) a big impact for (the opposing residents) but… we’re trying to have a vision of the city. We are looking at infill and where that should be and this is a corridor that I think is a great space for it,” said Coun. Cindy Gilroy.

“It is consistent with both our effort to build more integrated communities, and our city objectives around new infill housing development… If we need infill housing — and we do — then it’s better it be built at Northgate instead of deep in single-family neighbourhoods where any resistance and disruption will be far stronger,” wrote Gillingham.

Proponents said parking is sufficient and the development will create at least 20 units of affordable housing for families, increase the city’s overall number of rental units and develop a “complete community” where residents won’t need vehicles to reach shopping, groceries and Winnipeg Transit.

“This site, in our opinion, is an ideal location for medium-density, multi-family infill housing… (It’s also) within less than a five-minute walk of bus stops on both McPhillips and Inkster and the location (is) at a community shopping centre site, with shops and services that provide day-to-day needs,” said Susan Russell, president of the McGowan Russell Group, the applicant for the project.

The appeal committee decision is considered a final vote.

This is good news. Thanks for the info.
I wonder if they are still going ahead with their proposed 21 floor tower behind the Winnipeg Art gallery as well?
Regarding 634 Portage, I kn ow across the street the Kirkwood block was taken down to the fire, but so we know wht the one floor row of building also damaged remains? That could be a prime spot for another substantial apartment tower.

The one remaining old building behind the WAG on Colony was torn down last month with signs up saying it was to make way for that 21 storey tower (https://uwcrc.ca/308-colony), so I imagine it's a go.

As for that row of buildings next to the Kirkwood block, there are still some businesses there, a Thai restaurant among others. The old record store on the corner at Young St there, The Sound Exchange, appears to still be filled with records if you peep in through the glass, untouched since it closed a few years back (I believe the owner died suddenly).

How cool would that be, for two separate towers (634 Portage and Kirkwood block lot) to pop up a few blocks from each other right on the big drag? Even if it took 10 years which it likely will, it would be such a momentum creator for that area. Fun to imagine

Before the Kirkwood Block burned down, that block of Portage from Langside to Young felt like the last intact stretch of old school north Portage Avenue retail left. It was a sad loss.

Is it publicly known who owns that site? Are they shopping it around for redevelopment? It would be awesome to see something happen there, although as we've seen, it is not exactly great times for residential development in and around downtown at the moment...

Excavator is tearing down Discount Everything on Ellice Ave today.

Guess whoever bought it after the fire years back is finally moving forward with a plan?

Has there been any news on the Costco at main and the perimeter? That area was completed and fully serviced with roads. It’s been radio silent for a while now.?
