Meanwhile, 19.24 million representing 82.2% of its adult population had had at least one dose of the vaccine, according to figures provided by the Special Committee for Ensuring Access to Covid-19 Vaccine Supply (JKJAV) today.

In terms of total population, 58.9% in Malaysia had had at least one dose, while 44.4% were fully inoculated.

In the Klang Valley — comprising Selangor, Kuala Lumpur and Putrajaya — 89.5% of the adult population had been fully vaccinated, while 110.7% had had at least one dose (the figure exceeds 100% as official population statistics have yet to account for changes in population since the last census, and undocumented residents; vaccines were also given out to non-residents).

This means 65.5% of the region's overall population had been fully vaccinated, while 81% had had at least one dose.

Tenggara Member of Parliament Datuk Seri Dr Adham Baba, who now helms the Ministry of Science, Technology and Innovation (MOSTI), said the production of the Covid-19 vaccine is extremely crucial to preventing the virus from spreading.

“I welcome the announcement by Prime Minister Datuk Seri Ismail Sabri Yaakob that MOSTI will focus on research and development (R&D) to produce Covid-19 vaccine.

“The production of the first vaccine in the country is very important. We must move forward and be confident because we have scientists who can be mobilised to make a breakthrough in innovation and scientific discoveries,” he told reporters after handing over face masks at Taman Kota Jaya here today.

Meanwhile, Dr Adham plans to carry out bilateral arrangements with other countries that have successfully produced the Covid-19 vaccine, including China, India and Thailand.

He also explained that he would visit a CanSino vaccine fill-and-finish factory in Kuala Lumpur on Monday (Aug 30).

“One of the early signs that we can produce our own vaccines is by creating fill-and-finish factories. The vaccine that we will produce must be bottled, so the fill-and-finish technology is already available but it needs to be evaluated by the National Pharmaceutical Regulatory Division (NPRA),” he said.

KUALA LUMPUR (Aug 31): The number of Covid-19 vaccine doses administered in Malaysia rose to 361,381 yesterday (Monday, Aug 30), from 302,804 the day before, according to official data.

Of this, 181,281 individuals received their first dose, while the remaining 180,100 received their second jab.

Cumulatively, 34.49 million Covid-19 vaccine doses had been administered as of yesterday, according to the latest updates on Twitter by the Special Committee for Ensuring Access to Covid-19 Vaccine Supply (JKJAV).

A total of 19.62 million people (60.1% of population or 83.8% of adult population) have received their first dose, while 14.89 million people (45.6% of population or 63.6% of adult population) have had both doses.

In the Klang Valley, comprising Selangor, Putrajaya and Kuala Lumpur, 6.87 million individuals or 81.6% of the population had received at least one dose of the Covid-19 vaccine as of yesterday.

Of them, 5.65 million people or 67.1% of the Klang Valley's population (or 91.6% of adult population) have been fully inoculated with two doses, said JKJAV, citing data from the Covid-19 Immunisation Task Force.

The Health Ministry reported 19,268 new Covid-19 infections across Malaysia yesterday, along with 295 fatalities linked to the virus.

In all, Malaysia registered 1.73 million confirmed Covid-19 cases and 16,382 deaths as of yesterday.

MOSTI allocates almost RM60m for Covid-19 vaccine R&D

KOTA BARU (Sept 18): The Ministry of Science, Technology and Innovation (MOSTI) has allocated almost RM60 million for the research and development (R&D) of the COVID-19 vaccine in an effort to reduce dependency on vaccine supply from other countries.

Its deputy minister Datuk Ahmad Amzad Hashim said of the total allocation, RM54 million was allocated to the Malaysia Genome Institute while RM2.5 million was for the research team to develop vaccines using the Messenger Ribonucleic Acid (mRNA) technology.

“Another RM2.5 million is allocated for vaccine development from inactivated toxins produced by germs at Universiti Putra Malaysia,” he said after officiating the community vaccine mobilisation programme for the Tawang state constituency at Pantai Senok here today.

He said through the R&D, the ministry expected that the vaccines could be produced within two to five years, adding that it practised science diplomacy with foreign countries and universities for this purpose.

“For example, in the study of the mRNA vaccine, we collaborate with the Chulalongkorn University in Thailand which pioneered the development of the vaccine.

“This process involves international relations in which the ministry and relevant parties have to play an important role for the success of the vaccine development,” he said.

Ahmad Amzad also hopes that Malaysia would become a producer and importer of vaccines, especially for the Muslim market.

“We hope that through the involvement of the National Pharmaceutical Regulatory Agency (NPRA) and Department of Islamic Development Malaysia (JAKIM) in the early stage, we will gain advantage because the Muslim community is more confident if the vaccine is produced by a Muslim country,” he said.

MOSTI to boost national vaccine development ecosystem

Currently, he said vaccines for dengue, cholera and leptospirosis had entered pre-clinical tests, while Covid-19 vaccine had entered research stage.

In outlining his focus on the first 100 days in a statement today, Dr Adham said MOSTI would be harnessing the efforts and capabilities, as well as working with the people through science, technology and innovation (STI) in the effort to drive the country’s economy and empower the socioeconomic status of the people.

He said MOSTI's immediate focus was on local vaccine production, the development of disruptive and emerging technologies, the expansion of the startup business ecosystem, development and research (R&D), as well as instilling integrated and continuous STI.

"Taking cognizance of the effects of Covid-19 pandemic to the country’s socioeconomic situation, the STI agenda will play an important role in putting economic innovation in the mainstream among Malaysians,” he said in a statement on the key performance indicators (KPI) in the first 100 days.

Dr Adham said MOSTI would be focusing on assistance in the form of financing to drive the economy based on technology in productive sectors such as entrepreneurship, health, manufacturing and agriculture.

He said the Malaysia Debt Ventures Bhd would be issuing new bonds and sukuk without government guarantee for RM2 billion to stimulate the capital market and to boost financing of Digital Economy Transformation and Core Technologies.

He said the Malaysia Science Endowment would be set up as a fund coordinating centre from various sources apart from government funds by providing a reliable platform for corporate and private investors to fund technology companies in research, development and innovation.

Dr Adham said emphasis would be given to Innopreneur programme to assist vulnerable and marginalised groups among the B40 and M40 to produce micro traders through Reka Ruang project.

Dr Adham said the Development of Energy Storage Technology for Electric Vehicles (EVs) through the National Energy Storage Technology Initiative would also be implemented to position Malaysia, as a creator and producer of core technologies for the EV market ecosystem.

MOSTI will also introduce new high-tech padi seeds that can increase yield by 35% compared to the national average, he said.

"MOSTI believes that the expansion of new padi seeds will popularise STIs and benefit farmers, as well as support the food security agenda," he said.

He said the National Startup Roadmap (SUPER) would be launched in November (2021) to support efforts of potential startups through funding agencies under MOSTI.

“The sacrifices of the frontliners and the strong support of the whole Malaysian Family in getting vaccinated, regardless of whether they are young or old, living in urban centres or rural areas, has enabled 80 per cent of the (adult) population to be fully vaccinated,” said Ismail Sabri.

Health Minister Khairy Jamaluddin, who posted the good news on his official Twitter account, said the 80% target was attained at 1pm.

“At 1300 hours today, Malaysia reached the target of 80% of its adult population being fully vaccinated.

“Although the initial target is 80% of the adult population, @JKJAVMY (the Covid-19 Vaccine Supply Access Guarantee Special Committee) will strive to trace the 20% who have yet or refused to be vaccinated,” he said.

The National Covid-19 Immunisation Programme (PICK) was launched on Feb 24 this year to protect the people against the disease.

In his opening address at The Cooler Earth Sustainability Summit held virtually today, he said that complementing this vaccination programme is over RM300 billion worth of assistance still available, which will support the nation’s gross domestic product (GDP) that is expected to grow between 3% and 4% this year.

“As recovery gathers momentum, our nation will be on track to achieve a growth between 5% and 6% in 2022, based on the latest projections by the World Bank and the International Monetary Fund (IMF),” he said.

He said that guided by the National Recovery Plan, which is backed by science, data and technology, along with vaccine administration done in record time, promising examples had been set, which must be followed when it comes to sustainability issues, particularly in tackling climate change.
