Property values would skyrocket with that car sewer out the way. Imagine being able to walk from the WL to the Loop and instead seeing nice parkspace and people enjoying themselves instead of a massive highway with cars stuck in traffic.

I think others have mentioned IDOT being an impediment, though I'm not sure. I know years ago Fifield put out a rendering but it seemed their selling point was that it could spur development on adjacent lots, but it now it seems the momentum of the area is doing that on its own.
I think you're right about its impact though. When it happens I expect it will be comparable to Millennium Park in terms of improving quality of life, connectivity and vibrancy downtown.
