Edit: Now I can't help but wonder if this had anything to do with them not selecting Hines for the Regency Garage? Hines specifically stated in their RFP proposal they would be about halfway through with tower construction with only the hotel portion opened in time for the Super Bowl.

The only thing I can think of is that maybe Edith developer was dragging their feet as well and perhaps put the project on hold due to the pandemic (while many others went full steam ahead). And when project was ready to move forward...it was probably too late and this is when maybe the City told them to delay things a bit.
As for your 2nd point, it may be related. I understand that construction and perhaps some sidewalk/road closures is not ideal, but 2 big cranes in downtown displaying on TV can also be a sign of a booming downtown.
Oh well...hopefully another crane to count in Q1 2023.
