Community Board OKs Sale of Brooklyn Heights Library to Condo Developer

The private developer in partnership with Marvel Architects seeks to demolish the existing structure and redevelop it into a 36-story tower with a 21,500 square-foot library to replace the old one and 139 condo units on top.

Hudson Companies has also promised 114 off-site affordable housing units in Clinton Hill, the board said.

"We appreciate Community Board 2's support of this exciting project and look forward to the next step in the public review process," a spokeswoman for the developer told DNAinfo on Thursday morning.

The general board vote at St. Francis College in Brooklyn Heights came after two meetings in recent weeks from CB2’s land use committee regarding the proposal.

The committee failed to make a recommendation during the first meeting and public hearing on June 17 but eventually approved the sale with conditions July 6, committee chair Carlton Gordon said.

Those conditions included setting aside a reserve fund of $2 million after the completion of the library for capital repairs that might arise in the future, that the new branch would have the same usable floor space as the existing branch and a memorandum of understanding and community benefits agreement signed as part of the project.

But despite ultimate support for the proposal, board members voiced concerns with the project’s residential component that would bring thousands of new residents to an already congested area.

Some members pushed for a new school to be added to the project to address severe overcrowding in existing schools.

But given the Brooklyn Public Library system’s dire need for capital funds to repair its branches, board members who voted in favor of the deal said the new branch would be beneficial.

“The library is not functioning the way it should be functioning,” board member William Flounoy said.

“This is not about schools at the moment. It’s about a library,” he said. “The bottom-line is we’re doing the best that we can do with what we have.”

The BPL will use about $40 million of the $52 million for repairs at the Pacific, Walt Whitman, Sunset Park and Washington Irving branches. Most of the remaining funds will be used to design and outfit its new Brooklyn Heights branch at Cadman Plaza West, library officials said previously.

This is the PERFECT spot for something tall- right on top of a number of subways, next to Henry and Montegue Streets and all the restaurants, pubs and shopping one could want, aligned with other taller apartments in Brooklyn Heights, creating a feeling of context. It's close to all the beautiful brownstone-y streets in BK Heights but doesnt actually disrupt any of them. It's also literally right next door to Hilary's campaign headquarters. Oh, and did I mention that it's right outside my living room window?

Let's just keep fingers crossed they end up building one of the more beautiful designs!

Eric Adams Sets Obstacles for Brooklyn Heights Library Redevelopment

Hudson Companies, in partnership with Marvel Architects, plans to build a 36-story tower, which will hold 139 condo units and a 21,500-square-foot library operated by the Brooklyn Public Library system.

The private developer had promised 114 off-site low-income units in Clinton Hill but Adams is pushing to have all affordable housing within the Brooklyn Heights development.

Adams' disapproval comes as another local political leader still hasn't taken a position regarding the project. Local Councilman Steve Levin told Politico New York in July that he had not yet made his decision on the development.

Since the final vote lies with the City Council, Levin's support may be key for the project to move forward. A spokesman said Thursday that Levin was "still in listening mode."

"We’ll be taking the Borough President’s recommendations under consideration along with all of the public comments and testimony gathered from the community throughout this process," the spokesman said in an email.

Adams, who made his recommendations after months of input from community leaders, said the project needed to address overcrowding in local schools and maintain all residential units related to the development as "permanently affordable."

He also sought to ensure the library doesn't lose its current publicly-accessible floor area while keeping its Business & Career Library, which is currently scheduled to move to the Central Branch.

One of his suggestions included building an elementary school on the site as well as a new annex location for P.S. 8, a highly sought-after school in Brooklyn Heights. The potential annex would also include a gym and lunch room.


To further address school overcrowding, Adams called for the city to establish a task force "to develop a site identification plan that would solve the public school seat shortage in and around Downtown Brooklyn."

“Considering this land use application has been about more than one site or one institution, it represents an opportunity to evaluate the direction of development in Brooklyn Heights and ensure that basic services are met and enhanced," Adams said in a statement.

The laundry list of recommendations went on to suggest a merger of the Brooklyn Public Library with other library systems as Adams believed "the public library system [in New York City] is not a proper working model" and how libraries have "suffered due to inconsistent and unpredictable funding streams."

He also noted that proceeds from the sale of any air rights related to library sites should be piped to other branches. He called on the Department of City Planning to develop a zoning text change to make those transfers seamless.

Adams' recommendations will be considered by the City Planning Commission on Sept. 22.

The development recently caught the ire of labor group Build Up NYC, which argues the developer should be required to hire union contractors under its deal with the city. “It’s like a public subsidy with no public responsibility, no obligation to the public,” said Gary LaBarbera, president of Building and Construction Trades Council of Greater New York.

New Deal For Brooklyn Library Proposal Includes More Space, New Library

In a newly-negotiated deal involving the embattled Brooklyn Heights public library, the developer has promised a bigger library than was previously proposed and a new separate branch built on another site, officials said Thursday afternoon.

"I always said I would not vote in favor of a project that did not meet my standards," Levin said.

The plan to sell the city-owned Brooklyn Heights Library site for $52 million to developer Hudson Companies was approved by the City Council's Land Use Committee after an almost three-house delay due to closed-door deliberations.

Levin's backing is crucial to the proposal as the City Council will likely support his decision.

Hudson, in partnership with Marvel Architects, has proposed building a 36-story condo tower at 280 Cadman Plaza West with space for a new library. Although the library will be much smaller than the branch currently in operation, it will be larger than proposed in earlier plans.


Under the new proposal, the size of the new library would increase from 21,500 square-feet to 26,620 square-feet, Levin said.

A brand new 5,000-square-foot library has also been promised near DUMBO and Vinegar Hill although a site for it has not yet been determined.

The developer will also build 114 off-site affordable units in Clinton Hill, for residents earning 80 percent and 125 percent of the area median income.

Within the new Cadman Plaza building, the Department of Education will be given space for Science Technology Engineering and Math (STEM) education labs for students in local District 13 schools. Brooklyn Public Library has also agreed to maintaining a 3,000 square-foot "Technology and Businesses Services Center" in lieu of a Business and Career Library, Levin said.

Brooklyn Heights Library Sale for Condo High Rise OK'd by City Council

Judge closes book on Brooklyn Heights library, condo lawsuit

A state Supreme Court judge dismissed an effort by community activists to halt the Brooklyn Heights library redevelopment project, which includes a 36-story condominium.

Hudson Companies head David Kramer said the decision means the developer can move forward with relocating the library to its interim location this month.

“We always anticipated there would be litigation given the number of public hearings and stakeholders, yet we were always confident that we could withstand any legal scrutiny,” he told The Real Deal. Hudson is set to close on the $52 million purchase of 280 Cadman Plaza West this fall, he said. It plans to replace the aging library and build 134 market-rate condos.

Hudson’s plans call for a 409-foot-tall building at the site, now known as 1 Clinton Street, which will house the market-rate condos, 1,000 square feet of retail and a 27,000-square-foot library – the largest library branch in Brooklyn. Hudson also plans to build 114 affordable units off-site.

The activist group,Love Brooklyn Libraries sued the city, the Brooklyn Public Library and various other stakeholders in February in an attempt to stop the sale.

In a July 7 decision, Judge Dawn Jimenez-Salta dismissed LBL’s motion to void various city approvals given to the project, saying that those approvals were “not arbitrary and capricious,” as LBL alleged. Jimenez-Salta also ruled that LBL’s lawsuit was not served within the statue of limitations since the library was not served with a copy of the petition until more than three weeks after the statute of limitations expired.

LPL member Marsha Rimler said the activist group is planning to appeal the decision.

“The city is corrupt,” she said, adding that plans to move the library temporarily to 95 Remsen Street, owned by Our Lady of Lebanon Maronite Church, could lead to censorship of certain titles. “If they don’t allow books, it’s not a public library,” she said.

The City Council approved Hudson’s plans earlier this year. Proceeds of the sale of 280 Cadman will go to various library branches.

Mayor Bill de Blasio was also accused of giving Hudson a sweetheart deal for the property, a claim that city officials strongly denied.

Hudson is looking to raise $110 million for the project through the EB-5 program, which awards foreigners a U.S. green card in exchange for investing at least $500,000 in real estate projects.

Hudson filed demolition plans with the city in late October but DOB has not yet approved them, a Hudson spokesperson told the Brooklyn Eagle on Thursday. DOB approval is needed before the current building can be taken down, though pre-demo work, including asbestos removal, is ongoing.

Hudson has not yet closed on the site, the spokesperson said.

However, Brooklyn Public Library (BPL) and Hudson signed a license agreement to allow asbestos abatement and some demolition work to start prior to closing. Should the project cease for any reason, Hudson is required to restore the site to the pre‐demolition state (minus the asbestos) at its own cost, the company said.

Hudson paid $52 million for the triangular plot of choice Brooklyn Heights real estate. According to the city, the sale will generate roughly $40 million towards $300 million of Brooklyn Public Library’s capital repair needs. As part of the deal, 114 units of affordable housing will be built in Clinton Hill.

The tower’s construction is scheduled to take three to four years. The building is slated to open in 2019-2020.

This is my closest public library. Wrote a fair part of my PhD dissertation here way back when. It wasn't particularly nice but I'll miss it just the same!

Still better than Dana Library, where I spent days in.



There is no joy in this library, only equations and far fetched solutions. The windowless study rooms where convenient though. No distractions. Just a wooden door, and concrete on all 4 sides.

Brooklyn Heights Library demolished ahead of its condo-filled future
