It's for vehicles to access a turnaround and dropoff zone for K3, which will be at the level of the Halsted overpass. If it were only for pedestrians they could get away with a much more lightweight structure.
Directly underneath the bridge is the "Hubbard's Cave" expressway tunnel cutting across the site on a slant, and the developers are not allowed to put any heavy permanent loads directly on the tunnel roof so they have to cantilever out over it.
To make things more complicated, the area with weeds in the foreground is a reserved right-of-way for a future rail line that would run east-west between the existing K2 building and the new K3 building. Not that they'll ever use it for rail, of course... but it's there if they need it.
