The diagonal pieces of terracotta and glass on the terraces are part of how the building deals with wind shear; the continuously set back terraces, I understand, are the main design element breaking up wind vortices and mitigating building sway, along with the TMD. Compare and contrast with 432 Park's voids and CPT's chamfered corners. Very artfully done and the developer can market apartments with outdoor space to boot. I love this building. And now we get to watch Stern's 9 DeKalb rise. Good times.
