I think we would need to talk to the engineer who designed it. It was built as parking for the IBM tower in 1987 (one Atlantic Center). I'm guessing it is poured concrete, but it really depends on how much weight the structure was designed to handle.

No biggie.

I had no idea you were taking all these pictures while running around on foot. You cover a lot of ground!

Hanover and their architects do a really nice job of creating street levels of ther buildings that are interesting and attractive.
Ideally, the parking would be behind apartments along West Peachtree street but this appears to be another great addition to the neighborhood.

It may not be any taller. Region's is about 350 ft. A 31 story residential tower with typical 10-11 ft floor to ceiling heights, plus a little extra for a taller lobby and amenity level, will get you 320-360 ft. So about the same - though I agree the progress photos make it appear that it could overtake it.

Here is a little bit of comparison. Not quite lined up but I was just mindlessly taken a pic and not thinking about comparing.
