A little additional information. Last year, the Tulsa PAC Trust meeting agendas included a "parking lot update" for pretty much every meeting through September. Since they, they have't bothered with the updates.

Tulsa PAC Annex Parking Lot Development

Updates (of a sort):

Last fall (October IIRC), it was announced that the Tulsa Performing Arts Center had (again) entered into an agreement to sell the parking lot to Flaherty & Collins who would develop an apartment building, boutique hotel and (downsized) grocery store.

The City is contributing to the process by some bonds that have to be issued. The Bonds were approved by the Tulsa Authority for Economic Opportunity in December '21, but also have to be approved by Tulsa City Council before being sold. As far as I can tell, the bonds have not yet been approved by the Tulsa City Council.

Also, per the Tulsa County Assessor's website, the land has not been conveyed to Flaherty & Collins.

Per the minutes of the Tulsa Performing Arts Center Trust Board of Trustees meeting in mid-May, the status of the parking lot development project is "they are waiting to hear back". Unclear from whom they are waiting to hear...

Rumor has it the already-small Saks Fifth Avenue at Utica Square is only operating one of its two floors. Can anyone confirm or dispel this rumor?

Tulsa PAC parking lot development:

As of today:
-- Bonds still not approved by City Council
-- Property has not been conveyed to the developer
-- Building permit for moving sewer lines (apparently a prerequisite), applied for in October 2021 but has never been issued and the initial fee has not even been paid.
-- Developer's website has not been updated in well over a year and still has information related to the prior plan.

The Santa Fe Square office tower topped out last week.


The multi-family/retail/restaurant portion of this huge mixed-use project will be starting construction on the adjacent parking lot this fall


222 N Detroit is nearly finished, just wrapping up streetscape work

Newest rendering of the Annex downtown mixed-use project. Oasis Fresh Market has officially signed on to be the grocery store tenant with underground parking below the store. The project also includes a 13 story, 260 unit apartment building, a 6 story Origin Hotel and public parking next to the Performing Arts Center

Construction is scheduled to begin in spring 2023

This is at least the third iteration of the plan in the almost 8 years it's been on the drawing board. It's gone from a 35,000 square foot Reasor's grocery
to a 20,000 square foot unnamed grocer (a chain identified as having about 80 stores) that was represented as having agreed to put their store in the project, to a presumably 20,000 square foot grocery operated by a local nonprofit that has a little more than one year of experience operating a small bare-bones subsidized grocery in Tulsa's northside food desert.

In short, don't hold your breath.
