It would be good if bollards were removed from the previous northern edge of the north Oculus Plaza along Fulton Street and added to the section of the north Oculus Plaza bordering Fulton Street that was expanded north past the previous northern edge in July 2023.

The same should also happen for the western section of Two WTC along the newly formed section of Greenwich Street, which is now only separated from the main portion of Greenwich Street by a wedge shaped asphalt section. These newly expanded sections that lack bollards will pose a risk to pedestrians otherwise if someone with bad intentions decides to engage in a vehicle attack trying to run down pedestrians, also it makes the surrounding bollards fairly meaningless if there is are vulnerable sections accessible to vehicular and pedestrian traffic that are not guarded.

Right now the extended portion of the north Oculus plaza has planters, but that isn't enough of an obstacle to vehicles. There are some indications that shortly after the PAC is open, planters and food carts will be placed along the length of the western edge of 2 WTC bordering Greenwich Street. If bollards are not added along that section either, that will also pose a potential threat to pedestrians.

Hopefully construction crews and the Port Authority have taken all of this into account and the lack of bollards/barricades along the expanded north section of the north Oculus Plaza and along the eastern edge of Greenwich Street/western section of Two WTC is temporary and just as importantly, Greenwich and Fulton Streets are planned to be fully open to vehicle traffic only after these bollards are added.

If not for this risk, it would indeed not make much sense to do a lot of construction with bollards/barricades on the eastern edge of Greenwich Street/western edge of Two WTC, because then all the bollards installed would have to be ripped up if/when above ground construction on Two WTC resumes.

The section of Vesey Street north of the PAC has not yet been paved, with the section of Vesey Street northeast of the PAC seeming to need the most work done before it is completed.

Many of the trees planted along the southern and eastern edge of the PAC are showing signs of distress. Hopefully this is just a temporary result of transplant shock and all these newly planted trees showing browned and wilted foliage will be fully recovered by Summer 2024.

Otherwise, the PAC appears to be on track to open on September 15, 2023.

...and the first floor is open to the public with performances starting Tuesday September 19, along with the elevated outdoor terrace on the north side being formally named as Dalio Terrace and the plaza to the west of the PAC being formally named as Bloomberg Plaza.

Address is 251 Fulton Street and all light fixtures along Fulton Street and Greenwich Street appear to be installed, although there is still some work on the north side where the garages are (a stump where a lighting fixture might be installed later is visible to the left of the exit road from the garage in this image and to the right of the entry road into the garage in this image).

That's a wrap folks, the PAC chapter finally concludes. On to 5WTC and 2WTC!

The café is easily my favorite part of the whole thing. Fantastic addition to the WTC.

Hope there are more videos like this to come.

Streetscape and plaza surrounding the PAC in the evening/night already look iconic and even the area around One WTC finally looks complete and fully integrated with the surroundings. Bloomberg Plaza will probably be the site of pop-up outdoor concerts and maybe there will be planters added over time, just like planters were added over time on the Oculus Plaza.

Elevated terrace of the PAC is reminiscent of elevated terraces on the original Marriott Hotel or alternatively, reminiscent of the height of the original plaza making up the superblock. Looking up at the PAC in between One WTC and 7 WTC as viewed from the intersection of Fulton Street and Greenwich Street also has some resemblance to the view looking up from West Street of the original Marriott World Trade Center between the north tower and south tower.

The first thing I thought of was the elevated plaza between 6WTC and 7WTC in the original complex, but smaller. I like that they matched the height of the original superblock.

One WTC, PAC and 7 WTC from this article.



Picture is taken on a late summer day with low white clouds, presumably on September 16, 2023.

One thing that is really good about this picture other than the street lights providing framing of Fulton Street and Greenwich Street, is that you can see in the reflection of 7 WTC what looks like the shadows of the original twin towers as if you were looking up from near the sphere in the Austin J. Tobin plaza. This is merely a mirage, a result of the isosceles anti-prism design of One WTC and the combination of shadows it casts. Perhaps this was intended as an optical effect during the construction of One WTC.

Imo the elevated terrace of the PAC with One WTC to the right along Vesey Street resembles the elevated platform on the south side of the Marriott World Trade Center and the south tower to the right along Liberty Street in some ways. That elevated platform was the height of the original plaza above Liberty Street. The elevated terrace that is part of the PAC might be a similar height above street level.

The PAC terrace and parking garage on the north side jutting out from the main building also resemble the elevated platform of the Marriott World Trade Center and entrance to Tall Ships Bar and Grill on the south side jutting out from the main Marriott World Trade Center building too.

Also cool that the final set of stairs and elevator to the Cortlandt Street Subway stop right along the PAC are finally open too.

The one big missed opportunity for this building is that they couldn't figure out how to give it direct access to the WTC Transit Concourse.

Without Two WTC the layout of the street grid at the new WTC site still seems incoherent, specifically the unfinished Greenwich Street running north to south and dividing One WTC, the PAC and the memorial from the unfinished site of Two WTC, Oculus, 3 WTC and 4 WTC.

Hopefully over time they will find a way to manage the street grid to make it more intuitive and pedestrian friendly as well as replacing the previously planted trees that died, or if they don't want to risk that, adding planters like they did along the newly opened pedestrian sections along Fulton Street adjacent to the north side of the Oculus Plaza. The site around the PAC could also benefit from a few permanent art sculptures, much like the XO sculpture placed on the west plaza in front of One WTC.

From 1:47:35 to 1:52:05, one of the first videos I've seen where someone walks not only around Bloomberg Plaza and down Fulton Street at night, but also into the PAC. From 1:49:00 to 1:51:50, the uploader walks into the PAC and shows what the lobby behind the exterior glass wall entrance looks like.
