Even if you push the east side over the floodway and they connect it to 207 as an interim move that seems fairly short sited and not worth the costs involved. That is without considering that 207 and this extension would themselves need a grade separation with the east-west route not stopping and 207 being controlled diamond access with left turns.
So until either CPT hits the east Perimeter or the HWY 15 relocation project gains momentum again Gunn Rd and the Perimeter is going to have traffic lights.

The projects you talk about are unfortunately way lower on the priority order in this province.
Every single light-controlled intersection on Perimeter plus Elie and Deacons on Hwy 1 see more daily traffic than Gunn/101.

CPT is decades out, they haven't even moved on
phase 1 of the West extension, nevermind all the way to route 90. That plan has been collecting dust for several years now with no indication Winnipeg act on that in the next few years.
The province is also showing the Oakbank corridor is not a high priority as they are looking at safety improvements for HWY 15 rather than building the new highway.
So there's no reason to believe Gunn will suddenly be jumped up the queue in importance given that neither of those projects will happen in our lifetimes.
If the province finally picks off the other more important light-controlled intersections and Gunn gets it time in the limelight then it will likely be a basic diamond/parclo interchange implemented, with accommodations for cheap/quick upgrades to the interchange if needed. Much like how Centreport/101 was built with earth ramps for the eventual Headingley bypass. Calgary and Edmonton has a bunch of those on their ring roads where the built-up part of their cities hadn't reached the roadway when the highway was constructed.
