City and MSG look headed toward showdown over stadium relocation
MSG has just five years left on its special operating permit, but has announced no plans for a move

Then-Mayor Michael Bloomberg proposed giving the stadium a 15-year extension, and his administration offered a sweetener: It proposed a provision that would allow MSG to stay in perpetuity if the company committed to making improvements to Penn Station access, which would require approval by the City Planning Commission.

But the City Council took a harder line. It ended up giving MSG only a 10-year permit, and removed the provision that would allow the Garden to stay.

Forget "a proper entrance to Penn" ... This is an alpha city of the highest order, some may say even the greatest city in the world. What we need is a new Penn Station of the highest, most impressive caliber for the 21st century. Anything less should be unacceptable.

Agreed. It needs to go, and 2 Penn along with it. The problem is, its still not clear what Cuomo has in store for the area. This press conference was basically just a rehash of something he had already announed. It's just a small part of the overall redevelopment. Don't get me wrong, the new entrance is welcome and needed, but its small potatoes. Where's the meat in this plan? We're hungry, and we want it now.

As far as MSG goes, they've been too comfortable. The ball was dropped when there was a plan to move the Garden into the Farley Building. They should have been told then, that would be their only option. Of course, the City doesn't want the Garden to move (out), and take the many shows and events held there on an almost daily basis with it. I could conceive of a plan where the current Garden were torn down, replaced with a new Garden and towers on top (something similar to the old Atlantic Yards) with a rebuilt Penn Station underneath. Everyone would be happy. That would take a PLAN and the willpower eveyone seems to lack. As time has been running out, the City should have been on the Dolan's about any potential plans for a new Garden.

A spokesman for the MTA, Jon Weinstein, said in a statement that “the chairman is recused from these matters and is not involved at all in any issue that involves Madison Square Garden and the MTA. Period.”

An MSG Company spokeswoman did not comment on questions pertaining to the company’s openness to relocating the Garden.

James Dolan, without much discussion, must respect the agreement and go away in 2023. But the problem is where? A potential was Morgan Annex of the United States Post Office nearby between Ninth and Tenth avenues from West 28th to West 30th streets. But Tishman Speyer is nearing a deal to acquire a 99-year leasehold on the upper floors of the northern section of the postal facility.

Only two potential sites remain for the MSG. One is the West Hudson Yards...

According to Vornado, 2 Penn's not going anywhere- they plan to update and overhaul it, give it a new facade. But it's staying put.

Yeah, that was their last statement on it. Until they get work going on it though, I'll wait and see. They've been off and on again with 15 Penn for what, a decade? And they still don't know if they're gonna stick with the hotel, or knock it down for the tower. It's time for them to cash in or cash out.

This would pave the way for at least eight new tracks on top of the 21 already in use at Penn Station, a 40% boost in capacity to serve 175,000 people daily.

“The problem with Penn Station is the functionality, the track capacity,” Cuomo said at a luncheon hosted by the Association for a Better New York, a group of business leaders.

“Sometimes there is no little fix that works and this is one of those situations,” Cuomo added. “We believe the best alternative is to expand by acquiring the block south of Penn Station and increasing the footprint that way.”

The block south of Penn includes 22 properties. “Amtrak owns property there, the Archdiocese of New York, office, residential-use and community facilities," Cuomo said. “The state will plan to acquire it for public use. We’re already speaking to people.”

The state will also explore acquiring and converting the Theater at Madison Square Garden into a new entrance on Eighth Ave., which would also bring light into Penn Station.

The plan is part of the so-called “Empire Station Complex” that would also include the new Moynihan Train Hall, which is expected to open in the Farley Post Office on Eighth Ave. at the end of this year, along with the renovation of the current Penn Station and the expanded tracks south of Penn.

Cuomo’s office insisted the plan is not the same as “Penn South,” an expansion that has already been studied by Amtrak as part of its Gateway proposal to build two new rail tunnels under the Hudson River.

“We are pleased to see a comprehensive plan that encompasses not only the Station itself, but also the district surrounding it,” Regional Plan Association president and CEO Tom Wright said in a statement. “Adding transit capacity and prioritizing safety is critical to the success of the region and for the hundreds of thousands of people that rely on the Station regularly.”

Cuomo’s office said that the new 125,000-square foot terminal south of Penn would have six entrances and exits that would reduce and dissipate congestion and enhance safety. The terminal would include retail development.

The governor didn’t say exactly how much the plan would cost, but said the new terminal would be paid for with revenue generated by the project.

The state will use “value capture” to fund the improvements with payments in lieu of taxes — voluntary payments made by organizations as a substitute for regular property taxes — along with income from new commercial development.

Urban planning consultants FXCollaborative have already been contracted to help carry out the plan.
