(Reply to Grump) Maybe they were temp opening it up to assess conditions down there to make a site startup plan. Either way big holes without safety rails on any/all leading edges have to be covered and marked per safety regulations.

Once construction starts in June, will there still be more work to be done underground or was it mostly done when they quit?

Assuming the lower level is only structurally poured, yes there will be extensive work to install electrical, water, sewer, HVAC, etc
