Renovating condos in Vancouver

I'm new to the thread so hopefully, this is the right place to post this.

I've recently bought a condo in Vancouver, and I would love to purchase a kitchen island for the condo since the condo doesn't have an island and have limited storage spaces.

In addition, I'd like to have power outlets coming out of the island for my home appliances. Does condos in Vancouver allow home owners to add more power outlets on their own?

Also, the condo seemed to not have ports for ceiling lights. Can I also add an outlet onto the roof? If not, what are some ways that you guys have in mind that could mitigate this issue?
