Another one to add is the Hard Rock Hotel which is part of the world trade centre project.

It looks like something out of a Bond movie. Is this an elaborate machine to lift the (offset) spire and put it on top?

yes..the whole building looks weird. also the "hard rock hotel" looks a bit strange..i wonder how it will look when it's completed.
