My Largest region is Larna, and the most populated city is also Larna, but its main town. No cheat codes, I spent a lot of money in Fire department, police, Street maintenance, Education, Health etc.

A little over 600,000 in SC4, but I never finished the city. Only used about 1/3 of the available land. Had a bunch of nice tree-filled blocks and whatnot too. With downtown on a high plateau in the middle of the city.
The largest city I built was about 875,000 but I deleted it.
My current biggest is just under 600,000 and the region is over 3,000,000.
I try to create more realistic cities than extremly dense metropolis'.
Does anybody know the keyboard shortcut for taking photos so I don't have my menus open when I take the picture.
My largest city ever was 80000, and it was covered in pollution and smothered in traffic. But in CitiesXL 2012, my largest city was 500000, also smothered in traffic, not so much pollution.
here is luxemburg, the central city of the growing region
all the low income blocks you see were made historical when they were build, as well as middle class housing...for the two catagories, there is no acces to road transport, instead low/middle-income is forced to take public transport, this is done by fragmanting roads every 8 single lots or so, with two subway station at each end, reduces pollution and traffic, this doesnt work with upper-income...

I have only built up 15% percent of my region with a total population of 950,000. The largest city has around 475,000. I am currently working on a twin city with a population hopefully much larger. The twin city currently has a working population of 600,000. Most of these jobs are in Downtown. Both cities have skyscraper canyons in each of its core. Once I figure out how to post a photo of both downtowns, I will share.
So... How do I post photos from Sim City 4 Deluxe?

The largest city I built IS almost like Manhattan Island, but more beautiful. Bryant park is located where Central Park is supposed to be, and vice versa. It could pack 3-4 million. If this city of mine ever got built I would want it to be on a remote island.
