It's in the Gold Coast - these will not be cheap condos. Actually the fact that it's not 2:1 in something like this isn't bad in this specific case. We aren't talking about regular units here. Imagine buying a $2M condo (which in Chicago is considered expensive) and not having a parking spot available at all. A lot of the units probably wouldn't sell to be honest.
Otherwise, no it's not common unless you're talking about luxury condo developments. Typically you're going to find a 1:1 or less parking ratio.
