There's no answers yet, but some speculation that a Covid-impact conversion of hotel floors to residential might be the plan, but the ink is dry on a deal with a hotelier and the industry might be recovering in 3-4 years of construction. They are also not too far from starting the hotel lobby component so a re-mixed design seems like a long-shot.
Since the top volume of the original proposal was taller, others have speculated that the 1000 issues of adding height was planned for (foundations, elevators etc etc).
Mystery continues but it would be a chuckle to find out Sam Mizhari is stealing the super-tall height crown from SkyTower. Reminds me a bit of NYC 1930 when Chrysler's "secret spire" (185 feet) was unveiled, grabbing the world's tallest crown... only to lose it less than a year later to ESB.
