It looks like they were running right next to the foundation of the parkade/building next door so maybe they couldn't retain enough strength in the rods inserted into the soil. Those top sets of rods are very tightly packed together.

The soil doesn't look that wet so I doubt it's just because of the rain. And it was mostly a ramp until April/May so maybe whatever they were doing below that original shotcrete section failed.
